         Pursuant to an announcement from the house floor on May 6,  
         1999, the House Committee on Land & Resource Management met in  
         a formal meeting and was called to order by the Chair,  
         Representative Gary Walker at 6:22 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Walker; Crabb; Bosse; Brown, Fred;  
                   Hardcastle; Howard; Mowery; Turner, Bob (8). 
          
         Absent:   Representative Krusee (1). 
          
         A quorum was present. 
          
         HB 2823 
          
         The chair laid out HB 2823 as pending business.   
          
         Representative Turner, Bob offered a complete committee  
         substitute.   
          
         The committee substitute was adopted without objection. 
          
         Representative Crabb moved that HB 2823, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars.  The motion prevailed by the  
         following vote:   
          
         Ayes:          Representatives Walker; Crabb; Bosse; Brown,  
                        Fred; Hardcastle; Howard; Mowery; Turner, Bob  
                        (8). 
          
         Nays:          None (0). 
          
         Present not Voting:      None (0).

         SB 709 
          
         Representative Crabb moved to reconsider the vote by which SB  
         709 was reported favorably from committee.  The motion to  
         reconsider prevailed without objection.  
          
         The chair laid out SB 709 as pending business.   
  
         Representative Howard moved to reconsider the vote by which  
         amendment #1 was adopted.  The motion to reconsider prevailed  
         without objection.  
          
         The amendment was withdrawn without objection.   
          
         Representative Howard offered a complete committee substitute.   
          
         Representative Howard offered an amendment to the committee  
         substitute.   
          
         The amendment was adopted without objection.   
          
         The committee substitute, as amended, was adopted without  
         objection. 
          
         The chair directed the staff to incorporate the amendment into  
         a committee substitute.   
          
         Representative Howard moved that SB 709, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars.  The motion prevailed by the  
         following vote:

                        Fred; Hardcastle; Howard; Mowery; Turner, Bob
