Pursuant to a notice posted on March 3, 1999, the House
Committee on Juvenile Justice & Family Issues met in a public
hearing and was called to order by the Chair, Representative
Toby Goodman at 1:40 pm.

An Overview of Juvenile Certification in Texas
The Chair recognized Dr. Tony Fabelo to give the committee a
report on juvenile certification trends and ethnic
comparisons.
The Chair, without objection, authorized Dr. Fabelo to make a
study of Harris and Jefferson counties to see if he could
determine any reasons for the disproportionate numbers of
blacks and hispanics in the juvenile justice system.
