                                CORRECTED MINUTES 
          
         On April 22, 1999, the House Committee on Judicial Affairs  
         authorized the correction of the minutes for the meeting of  
         the House Committee on Judicial Affairs held on March 11,  
         1999.  The following are the corrected minutes for that  
         meeting: 
          
         Pursuant to a notice posted on March 2, 1999 and to permission  
         granted to allow committees to meet while the House is in  
         session, the House Committee on Judicial Affairs met in a  
         public hearing and was called to order by the Chair,  
         Representative Senfronia Thompson at 12:24 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Thompson; Hartnett; Capelo;  
                   Deshotel; Hinojosa; Shields; Solis of Cameron;  
                   Uresti (8). 
          
         Absent:   Representative Garcia (1). 
          
         A quorum was present. 
          
         HB 938 by Thompson/et al  (The James Byrd, Jr. Act) 
          
         (Representative Hartnett now chair.)   
          
         The chair laid out HB 938. 
          
         Rep. Uresti offered a complete committee substitute. The chair  
         laid out CSHB 938 and recognized  Rep. Thompson to explain. 
          
         Rep. Thompson gave a dramatic slide show presentation. 
          
         Testimony was taken on both HB 938 & CSHB 938.  (See attached  
         witness list.) 
          
         (Representative Hinojosa now chair.) 
          
         Throughout the meeting the following members were recognized  
         for their presence and some for questions: Senator Rodney  
         Ellis, Rep. Norma Chavez, Rep. Debra Danburg, Rep. Scott  
         Hochberg, Rep. Art Reyna, Rep. Dawnna Dukes.   
          
         There were several witnesses who registered for HB 938 (The  
         James Byrd, Jr. Act), but did not testify. (See attached  
         witness list for names.)  
  
                 There were two witnesses who registered against HB 938 (The  
    James Byrd, Jr. Act), but did not testify.  (See attached  
    witness list for names.) 
          
         After several hours of testimony and the reading of those  
         witnesses who registered for, or against  HB 938 (The James  
         Byrd, Jr. Act), Rep. Deshotel moved that the committee adopt  
         CSHB 938.  There being no objection, CSHB 938 was adopted. 
          
         Rep. Deshotel moved that HB 938, as substituted, be reported  
         favorably back to the full House with the recommendation that  
         it do pass, be printed and be sent to t he Committee on  
         Calendars. 
          
         The motion prevailed by the following record vote: 
          
         Ayes:          Representatives Thompson; Capelo; Deshsotel;  
                        Hinojosa; Solis of Cameron; Uresti (6). 
         Nays:          Representatives Hartnett; Shields (2). 
         PNV:      None (0). 
         Absent:   Representative Garcia (1).

         HB 1508 by Rep. Palmer &  HJR 52 by Rep. Palmer 
          
         The chair laid out HB 1508 & HJR52 and left both bill and  
         resolution pending. 
          
         There were two witnesses who registered for, or on HB 1508 &  
         HJR 52, but did not testify. (See attached witness list for  
         names.) 
              
         There being no further business, the chair moved that the  
         committee stand adjourned.  There being no objection, the  
         Committee on Judicial Affairs adjourned at 4:07 p.m.
