         Pursuant to a notice posted on March 4, 1999, the House  
         Committee on Human Services met in a public hearing and was  
         called to order by the Chair, Representative Elliott Naishtat  
         at 2:19 pm. 
          
         The roll was answered as follows:

                   John; Noriega; Truitt; Wohlgemuth (7). 
          
         Absent:   Representatives Chavez; Telford (2).

         SB 18 
          
         The chair laid out SB 18, the companion bill to HB 154, in  
         lieu of the House Bill.

         The chair explained the measure. 
          
         Representative Maxey moved that SB 18 be reported favorably to  
         the full house with the recommendation that it do pass and be  
         printed and be sent to the Committee on Local and Consent  
         Calendars.  The motion prevailed by the following vote:
