The House Committee on County Affairs

         Pursuant to a notice posted on April 7, 2000, the House  
         Committee on County Affairs met in a public hearing and was  
         called to order by the chair, Representative Ramsay, at 9:10  
         a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Ramsay; Brown, Betty; Farabee;  
                   Salinas; Swinford (5). 
          
         Absent:   Representatives Lewis, Glenn; Chisum; Hilderbran;  
                   Krusee (4). 
          
         A quorum was present. 
          
         The Chairman made opening remarks to explain the subject of the  
         hearing.  The committee was to take public testimony on the  
         following interim charge:  "Examine the extent to which city and  
         county governments have voluntarily consolidated and streamlined  
         operations through interlocal agreements.  Determine the  
         impediments to greater use of such agreements, and assess  
         whether voluntary consolidation of operations should be a first  
         step before any further consolidation is permitted.

         (Representative Krusee now present.) 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 12:50 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned until 9:00 a.m., August 22, 2000.
