         Pursuant to a notice posted on February 19, 1999, the House  
         Committee on County Affairs met in a public hearing and was  
         called to order by the Chair, Representative Tom Ramsay at  
         8:07 am. 
          
         The roll was answered as follows:

                   Chisum; Farabee; Krusee; Salinas; Swinford (8). 
          
         Absent:   Representative Hilderbran (1). 
          
         A quorum was present.

         The chair laid out HB 1374.   
          
         The chair recognized Representative Gallego to explain the  
         measure.   
          
         Representative Chisum offered a complete committee substitute.   
          
         The chair recognized Representative Gallego to close on the  
         measure.   
          
         Representative Chisum moved that HB 1374 as substituted be  
         reported favorably to the full House with the recommendation  
         that it do pass and be printed and be sent to the Local and  
         Consent Calendar. The committee substitute was adopted by the  
         following record vote:
