         Pursuant to a notice posted on March 31, 1999, the House  
         Committee on Corrections met in a public hearing and was  
         called to order by the Chair, Representative Pat Haggerty at  
         2:06 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Haggerty; Staples; Allen; Culberson;  
                   Ellis, Dan; Farrar; Gray; Lengefeld (8). 
          
         Absent:   Representative Longoria (1). 
          
         A quorum was present. 
          
         Representative Staples gave an overview of the corrections  
         related recommendations to the House Committee on  
         Appropriations. 
          
         HB 2123 
          
         The chair laid out HB 2123. 
          
         The chair recognized Representative Solomons to explain the  
         measure.  
          
         Testimony was taken.  (See attached witness list.) 
          
         The bill was left pending without objection.  
          
         HB 2952 
          
         The chair laid out HB 2952.   
          
         The chair recognized Representative Maxey to explain the  
         measure.   
          
         Testimony was taken.  (See attached witness list.) 
          
         Representative Culberson offered a complete committee  
         substitute.   
          
         The committee substitute was withdrawn without objection. 
          
         The bill was left pending without objection.  
          
         SB 660 
         The chair laid out SB 660.   
          
         The chair recognized Representative Betty Brown to explain the  
  
         measure.   
          
         Representative Allen moved that SB 660 be reported favorably  
         to the full house with the recommendation that it do pass and  
         be printed and be sent to the Committee on Local and Consent  
         Calendars.  The motion prevailed by the following vote:   
          
         Ayes:          Representatives Haggerty; Staples; Allen;  
                        Culberson; Ellis, Dan; Farrar; Gray; Lengefeld  
                        (8). 
          
         Nays:          None (0).

         The chair laid out HB 1379 as pending business.   
          
         The chair recognized Representative Allen to explain the  
         measure.

         Representative Allen offered a complete committee substitute. 
          
         The substitute was adopted without objection. 
          
         Representative Staples moved that HB 1379, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the
