         Pursuant to a notice posted on March 25, 1999, the House  
         Committee on Corrections met in a public hearing and was  
         called to order by the Chair, Representative Pat Haggerty at  
         2:11 pm.

         Mike Eisenberg spoke on Population Impact Analysis for Civil  
         Commitment on behalf of the Criminal Justice Policy Council.
