House Committee on Civil Practices

         Pursuant to a suspension of the 5-day posting rule on March  
         29, 1999, the House Committee on Civil Practices met in a  
         joint public hearing with the Senate Jurisprudence Committee  
         to receive the State of the Judiciary Address and was called  
         to order by the Chair, Representative Fred Bosse and Chair,  
         Senator Rodney Ellis at 3:09 p.m. 
          
         The roll for the Committee on Civil Practices was answered as  
         follows:   
          
         Present:  Representatives Bosse; Goodman; Hope; Nixon, Joe;  
                   Zbranek (5). 
          
         Absent:   Representatives Janek; Alvarado; Dutton; Smithee  
                   (4). 
          
         A quorum was present. 
          
         Chair, Senator Rodney Ellis and Chair, Fred Bosse opened the  
         hearing with introductory remarks. 
          
         Chair, Senator Rodney Ellis recognized the Chief Justice  
         Thomas R. Phillips, Supreme Court of Texas to deliver the  
         Biennial State of the Judiciary Address. 
          
         Chief Justice Thomas R. Phillips addressed the joint committee  
         and responded to questions asked by the members. 
          
         At 3:57 p.m., on the motion of the chair and without  
         objection, the meeting was adjourned subject to the call of  
         the chair.
