         Pursuant to a notice posted on May 17, 1999 and an  
         announcement from the House floor, the House Committee on  
         Appropriations met in a public hearing and was called to order  
         by the chair, Representative Robert Junell at 8:01 am.

         The chair laid out SB 1491.   
          
         The chair recognized Representative Gallego to explain the  
         measure.

         Representative West, George "Buddy" moved that SB 1491 be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the  
         following vote:
