         Pursuant to a notice posted on May 10, 1999 and an  
         announcement made on the House floor, the House Committee on  
         Appropriations met in a formal meeting and was called to order  
         by the chair, Representative Robert Junell at 6:20 pm. 
          
         The roll was answered as follows:

         A quorum was present. 
          
         HB 195 
          
         The chair laid out HB 195 as pending business.   
          
         Representative Van de Putte offered a complete committee  
         substitute.   
          
         The committee substitute was adopted without objection. 
          
         Representative Gallego moved that HB 195, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the  
         following vote:
