         Pursuant to a notice posted on February 26, 1999, the House  
         Committee on Appropriations met in a public hearing and was  
         called to order by the chair, Representative Robert Junell at  
         8:03 am.

         Representative Tillery moved the adoption of LBB  
         recommendations.  Add Border Affairs Coordinator rider  
         (Cuellar #1). Without objection, the motion was adopted. 
          
         Water Development Board 
          
         (Representative Gallego now present.)   
          
         Representative Puente moved the adoption of LBB  
         recommendations with a technical change to the bill pattern  
         authorizing UB authority.  Without objection, the motion was  
         adopted. 
          
         Debt Service Payments for Non Self-Supporting GO Water Bonds 
          
         Representative Puente moved the adoption of LBB  
         recommendations with a technical method of finance change to  
         the bill pattern.  Without objection, the motion was adopted. 
          
         Office of State-Federal Relations 
          
         Representative Flores moved the adoption of LBB  
         recommendations.  Without objection, the motion was adopted.

         recommendations.  Amend  Cash Flow contingency rider (Heflin  
         #1). Without objection, the motion was adopted.
