         Pursuant to a notice posted on March 9, 1999, the House  
         Committee on Appropriations met in a public hearing and was  
         called to order by the chair, Representative Junell. The roll  
         was answered as follows:

         A quorum was present.

         Texas Workforce Commission 
          
         (Representatives Coleman; Eiland; Hochberg; Janek; McReynolds  
         and Turner, Sylvester now present.)   
          
         Representative Luna moved the adoption of LBB recommendations  
         with the addition of Job Corps Services to the base bill. 
          
         Add the following technical changes to the bill pattern:   
         Rider 9, Rider 34, Exempt Position and Salary Change. 
          
         Add Capital Budget rider (Luna #1),  section (b) to Social  
         Security Act Funds rider (Luna #2), Sale of Buildings rider  
         (Luna #3), State Regulatory Responses for Proprietary Schools  
         contingency rider (Luna #4).  Add Child Care Resource and  
         Referral rider (Tillery #1).  Add Welfare to Work Grant rider  
         (Luna #6) and Training Our Teachers Program (Luna #7). 
          
         Reimbursement to the Unemployment Compensation  Benefit  
         Account 
          
         Representative Luna moved the adoption of LBB recommendations.   
         Without objection, the motion was adopted. 
          
         At 1:00 pm, on the motion of the chair and without objection,  
         the meeting was recessed until  
         2:15 pm. 
          
         The committee reconvened at 2:20 pm and was called to order by  
         the chair, Representative Junell.

         Texas Commission on the Arts 
          
         Representative Heflin moved the adoption of LBB  
         recommendations.  Without objection, the motion was adopted. 
          
         Department of Housing and Community Affairs 
          
         Representative Luna or Puente moved the adoption of LBB  
         recommendations.  Without objection, the motion was adopted 
          
         Firefighters Pension Commission 
         Representative Tillery moved the adoption of LBB  
         recommendations.  Add one FTE.  Without objection the motion  
         was adopted. 
          
         Incentive and Productivity Commission 
          
         Representative Heflin moved the adoption of LBB  
         recommendations.  Without objection, the motion was adopted. 
          
         Aircraft Pooling Board 
          
         Representative Tillery moved the adoption of LBB  
         recommendations.  Without objection, the motion was adopted. 
          
         River Compact Commission 
          
         Representative Puente moved the adoption of LBB  
         recommendations.  Without objection, the motion was adopted. 
          
         Animal Health Commission 
          
         Representative Luna moved the adoption of LBB recommendations.   
         Without objection, the motion was adopted. 
          
         Ethics Commission 
          
         Representative Luna moved the adoption of LBB recommendations.   
         Without objection, the motion was adopted.  
          
         At 5:47 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
