         called to order by the chair, Representative Robert Junell at

         Representative Van de Putte moved the adoption of LBB  
         recommendations with the following additions to the base bill:   
         Regional Call Centers, Court Appointed Special Advocates, IV-D  
         Courtmasters and Assistants in OCA Budget and  Victim's  
         Assistance Grants. 
          
         Show Representatives Eiland, Gutierrez, Hartnett and Pitts  
         present. 
          
         Federal Mandates addition to the base bill left pending. 
          
         Debt Collections rider as modified makes one technical change  
         to the bill pattern. 
          
         Add Child Support Collections rider (Van de Putte #1),  
         Disposition Earned Federal Funds rider (Van de Putte #2),  
         Client Representation rider (Van de Putte #3), Court Costs  
         Appropriation of Receipts rider (Van de Putte #4), Transfer  
         Authority Administrative Support of SORM (Van de Putte #5),  
         Court Appointed Special Advocates rider as modified (Van de  
         Putte #6), Appropriation of Excess Retained Collections rider  
         (Van de Putte #7),  Limitations Expenditures for Temporary

         Representative Turner moved the adoption of  LBB  
         recommendations with following  two additions to the bill  
         pattern:  Block Grant Increase for the two High Courts, Block  
         Grant Increase for the fourteen Courts of Appeal with U.B.  
         authority from 2000 to 2001.  Without objection, the motion  
         was adopted.

         Office of Court Administration 
          
         Representative Turner moved the adoption of LBB  
         recommendations with the following two additions:  Judicial  
         Committee on Information Technology and IV-D Courtmasters.   
         Add Judicial Technology rider (Gallego #1) and Technology  
         Purchases rider (Cuellar #2). 
          
         Show Representatives Gutierrez, Eiland, Hartnett and Pitts  
         present. 
          
         Adopt Trial Court performance measures as amended. 
          
         Representative Junell in chair. 
          
         State Law Library 
          
         Representative Turner moved the adoption of LBB  
         recommendations with the following additions:  Legal Research  
         and Technology Training, Network File Server, Equipment and  
         Software Maintenance, Telephone System, Security System  
         Upgrades, Legal Reference Material and New Computers. Without  
         objection, the motion was adopted. 
          
         Office of the State Prosecuting Attorney 
          
         Representative Van de Putte moved the adoption of LBB  
         recommendations.  Without objection, the motion was adopted. 
          
         Court Reporters Certification Board. 
          
         Representative Van de Putte moved the adoption of LBB  
         recommendations.  Without objection, the motion was adopted. 
          
         State Commission on Judicial Conduct 
          
         Representative Farrar moved the adoption of LBB  
         recommendations.  Without objection, the motion was adopted. 
          
         Judiciary Section, Comptroller's Office 
          
         Representative Turner moved the adoption of LBB  
         recommendations with the  addition of a Local Administrative  
  
         Judge Supplement to the base bill.  Add Public Integrity Unit  
         FTEs pending new rider language.  Add Vehicle Purchase rider  
         (Turner #1).Without objection, the motion was adopted. 
          
         Adjutant General's Department 
          
         Representative Staples moved the adoption of LBB  
         recommendations with a Utility Cost Change decrease and  
         Contract Services for maintenance  added to the base bill. Add  
         Oversight of Repairs as a  technical change to the bill  
         pattern.  Add Cash Flow Contingency rider (Staples #1).   
         Without objection, the motion was adopted. 
          
         Texas Military Facilities Commission 
          
         Representative Staples  moved the adoption of LBB  
         recommendations with a technical Method of Finance change to  
         the bill pattern. Add Bryan Armory Project rider as amended  
         (Staples #1). Without objection, the motion was adopted. 
          
         State Office of Risk Management 
          
         Representative Gallego moved the adoption of LBB  
         recommendations with two additions to the base bill:  Archive  
         Backlog and Increase Litigation Capability with an FTE cap  
         increase of one. Add UB File Archiving Project rider (Gallego  
         #1).  Without objection, the motion was adopted. 
         Workers' Compensation Payments 
          
         Representative Gallego moved the adoption of LBB  
         recommendations.  Add Payment of Prior Year Claims rider  
         (Gallego #1).  Without objection, the motion was adopted. 
          
         At 3:18 pm, on the motion of the chair and without objection,
