The bill would designate the coordinator of the division of emergency
management as the state drought manager.  The state drought manager
would be responsible for managing and coordinating drought planning and
response statewide.  The state drought manager would be supported in
implementing the provisions of the bill by the drought preparedness
council, consisting of nine other state agencies and other entities.
Costs associated with this responsibility and not absorbed by
participants in the drought preparedness council could be absorbed
within the division of emergency management's annual budget of
$7,030,162 in House Bill 1, as introduced.
