         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Interim Committee on  
         Natural Resources was held on Wednesday, September 17, 1997 in  
         the Capitol Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 10:10 am.  There  
         being a quorum present, the following business was transacted.   
          
         Senator Truan moved that the interim committee rules be  
         adopted.  There being no opposition, the rules were adopted. 
          
         Jeff Saitus with the TNRCC made a presentation regarding the  
         agency's implementation of HB 3019. 
          
         Senator Bivins made brief remarks on SB 1876 and then John  
         Riley with the TNRCC made a presentation regarding the  
         agency's implementation of the legislation. 
          
         Senator Haywood made brief remarks on SB 1591 and then Jeff  
         Saitus with the TNRCC made a presentation regarding the  
         agency's implementation of the legislation. 
          
         Barry Williams with the TNRCC made a presentation on the issue  
         of siting of solid waste facilities. 
          
         Barry WIlliams then made a presentation on the operation of  
         the Superfund and Voluntary Cleanup programs at TNRCC. 
          
         Hal Osborn with the Texas Parks and Wildlife Department made a  
         presentation on the issue of granting general licensing  
         authority to the agency. 
          
         Ty Fain with the Texas General Land Office and John Sneed with  
         the Texas Department of Agriculture made presentations on the  
  
         federal American Heritage Rivers Initiative. 
          
         There being no further business, at 12:25 pm Senator Truan  
         moved that the Committee be adjourned. Without objection, it  
         was so ordered.
