         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on State  
         Affairs (Interim) was held on Tuesday, August 4, 1998 in the  
         Capitol Building, Room 2E.20, at Austin, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator Kenneth Armbrister              Senator Robert Duncan 
         Senator David Cain 
         Senator Drew Nixon 
         Senator John Whitmire

         The Chair called the meeting to order at 9:10 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:  None 
          
         Senators Jerry Patterson and John Carona attended the meeting. 
          
         The Chair explained Charge 3: 
              Analyze the regulations and laws governing contractors in  
         construction, remodeling 
              and repair of residential and commercial buildings, and  
         if necessary, make recommendations 
              for legislative action. 
          
         The attached list of witnesses testified on Charge 3. 
          
         At 10:55 am Senator Nixon assumed the chair.   
          
         Comments and questions by the members followed. 
          
         At 11:05 am Senator Armbrister resumed the chair. 
          
         The Chair explained Charge 5: 
              Monitor implementation of HJR 31 passed by the 75th  
         Legislature and approved 
              by the voters to allow home equity loans under certain  
         conditions and restrictions. 
              If necessary, the Committee should make recommendations  
         for legislative or 
  
              regulatory action. 
          
         At 12:25 pm Senator Nixon assumed the chair.   
          
         The attached list of witnesses testified. 
          
         At 12:45 pm Senator Armbrister resumed the chair.   
          
         Comments and questions by the members followed. 
          
         There being no further business, at 1:40 pm Senator Armbrister  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
