         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Interim Committee on Sex  
         Offenders was held on Wednesday, November 12, 1997 in Lt.  
         Governor's Committee Room, Capitol 2 E.20, at Austin, Texas.

         The Chair called the meeting to order at 9:40 a.m..  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The chair laid out the proposed committee rules, Senator  
         Whitmire moved to adopt the rules, Senator Shapleigh second  
         the motion. The motion carried with a vote of 3 ayes, 0 nays,  
         0 present not voting, and 0 absent.   
          
         Senator Shapiro introduced the committee staff and made  
         welcoming remarks. 
          
         The Chair recognized the following witnesses to discuss the  
         treatment of adult and juvenile sex offenders.  The testimony  
         from the invited agency representative was to include the  
         methods they used for assessment, evaluation, and tracking of  
         sex offenders while they are incarcerated and on parole: 
          
         Ms. Vicki Spriggs,  representing the Texas Juvenile Probation  
         Commission, testified on the interim charge. 
         Ms. Lisa Capers, representing the Texas Juvenile Probation  
         Commission, testified on the interim charge. 
          
         Mr. Wayne Scott, representing the Texas Department of Criminal  
         Justice, testified on the interim charge. 
         Mr. Carl Jeffries, representing the Texas Department of  
         Criminal Justice, testified on the interim charge. 
  
         Ms. Catherine McVey, representing the Texas Department of  
         Criminal Justice, testified on the interim charge. 
         Dr. Judy Johnson, representing the Texas Department of  
         Criminal Justice, testified on the interim charge. 
         Ms. Marsha McLane, representing the Texas Department of  
         Criminal Justice, testified on the interim  
         charge. 
            
         Mr. Tony Fabelo, representing the Criminal Justice Policy  
         Council, testified on the interim charge. 
          
         Mr. Steve Robinson, representing the Texas Youth Commission,  
         testified on the interim charge. 
         Dr. Linda Reyes, representing the Texas Youth Commission,  
         testified on the interim charge. 
          
         A brief discussion followed. 
          
         The chair gave closing remarks and announced the proposed  
         hearing schedule for the committee. 
         There being no further business, at 12:20 p.m. Senator  
         Shapleigh moved that the Committee be adjourned. Without  
         objection, it was so ordered.
