MINUTES 
          
                       SENATE INTERIM COMMITTEE ON HOUSING 
                            Wednesday, April 29, 1998 
                                     2:00 pm 
                          El Paso City Council Chambers 
          
         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Interim Committee on  
         Housing was held on Wednesday, April 29, 1998 at El Paso City  
         Council Chambers, in El Paso, Texas.   
          
         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator Eddie Lucio, Jr.                Senator Rodney Ellis

                                                 Senator Jeff Wentworth 
          
         This meeting was a joint hearing with the Senate Interim  
         Committee on Housing and the House Committee on Urban Affairs.   
         These minutes reflect the Senate Interim Committee on Housing. 
          
         House Urban Affairs members present:  Chairman Fred Hill,  
         Representative Lon Burnam, Representative Ron Clark,  
         Representative Harryette Ehrhardt. 
          
         House Urban Affairs members absent:  Representative Kevin  
         Bailey, Representative Domingo Garcia, Representative Terri  
         Hodge. 
          
         Other members of the legislature who attended the hearing  
         were: 
         Representative Norma Chavez. 
          
         The Chair called the meeting to order at 2:05 pm.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The following business was transacted. 
          
         Chairman Lucio and Chairman Hill gave opening remarks. 
          
         Chairman Lucio recognized the following witnesses: 
         Shapleigh, Eliot, representing Texas Senate District 29, gave  
         opening remarks. 
         Ramirez, Carlos M., representing the City of El Paso, gave  
         opening remarks and testified on the interim charge. 
         Cabello, Homer, representing TDHCA, testified on the interim  
         charge. 
         At 3:07 pm Chairman Hill assumed the chair. 
  
         Perez, Barbara, representing the City of El Paso, testified on  
         the interim charge. 
         At 3:10 pm Chairman Lucio resumed the chair. 
         At 3:15 pm Chairman Hill assumed the chair. 
         Moorhead, Bee, representing Texas Comptroller of Public  
         Accounts, testified on the interim charge. 
         At 3:25 pm Chairman Lucio resumed the chair. 
         Romero, Jerry, representing Texas State Affordable Housing  
         Corp., testified on the interim charge. 
         At 4:00 pm Chairman Hill assumed the chair. 
         Clark, Jeff, representing TDHCA, testified on the interim  
         charge. 
         Nier, James, representing Texas Veterans Land Board, testified  
         on the interim charge. 
         Keith, Laura Ayoub, representing Texas Commission on Human  
         Rights, testified on the interim charge. 
         Farias, Anna Maria, representing Texas Commission on Human  
         Rights, testified on the interim charge. 
         At 4:15 pm Chairman Lucio resumed the chair. 
         Hanson, Nancy, representing Lower Valley Housing Corporation,  
         testified on the interim charge. 
         Bowling, Bobby, representing El Paso Association of Builders,  
         testified on the interim charge. 
         Manley, Larry Paul, representing TDHCA, testified on the  
         interim charge. 
         Salazar, Danny, representing El Paso Association of Builders,  
         testified on the interim charge. 
         Arnold, Cynthia, representing El Puente Community Development  
         Corporation, testified on the interim charge. 
          
         A brief discussion followed. 
          
         Chairman Lucio closed public testimony. 
          
         Chairman Lucio announced that the Senate Interim Committee on  
         Housing  will meet in Corpus Christi on May 14, 1998. There  
         being no further business, at 5:55 pm Chairman Hill moved that  
         the Committee stand recessed subject to the call of the Chair.   
         Without objection, it was so ordered.
