                   SENATE SPECIAL COMMITTEE ON VETERAN AFFAIRS 
                           AND MILITARY INSTALLATIONS 
                            Wednesday, March 26, 1997

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Senate  
         Special Committee on Veteran Affairs & Military Installations  
         was held on Wednesday, March 26, 1997 in the Capitol  
         Extension, Room E1.016, at Austin, Texas.

         The Chair called the meeting to order at 3:25 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Eliot Shapleigh 
          
         At 3:30 pm Senator Luna assumed the chair.  The Chair laid out  
         SB 1060 and recognized the author, Senator Patterson, to  
         explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At 4:07 pm Senator Luna, acting as chair, announced that the  
         committee would stand at ease pending a quorum.  A quorum was  
         achieved and the committee resumed business at 4:11 pm. 
          
         Senator Patterson sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.   
  
         Senator Patterson sent up Committee Amendment 2 and moved  
         adoption; without objection, the amendment was adopted.   
          
         Senator Patterson moved that SB 1060 be left pending; without  
         objection, it was so ordered. 
          
         At 4:15 pm Senator Patterson resumed the chair.   
          
         The Chair laid out SB 352 and recognized the author, Senator  
         Armbrister, to explain the bill.   
          
         Senator Patterson sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.   
          
         Senator Fraser moved that SB 352, as amended, be reported back  
         to the Senate with the recommendation that it do pass and be  
         printed. The Chair asked for and received unanimous consent  
         that Senator Brown be shown voting aye on SB 352.   
         Consequently, the motion to report carried with a vote of 4  
         ayes, 0 nays, 0 present not voting, and 1 absent.   
          
         Senator Patterson moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar, without  
         objection, it was so ordered.   
          
         The Chair laid out SB 353 and recognized the author, Senator  
         Armbrister, to explain the bill.   
          
         Senator Luna sent up Committee Amendment 1 and moved adoption;  
         without objection, the amendment was adopted.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Fraser moved that SB 353 be reported favorably to the  
         full Senate with the recommendation that it do pass and be  
         printed. The Chair asked for and received unanimous consent  
         that Senator Brown be shown voting aye on SB 353.   
         Consequently, the motion carried with a vote of 4 ayes, 0  
         nays, 0 present not voting, and 1 absent.   
          
         There being no further business, at 4:33 pm Senator Luna moved  
         that the Committee stand recessed subject to the call of the  
         Chair.  Without objection, it was so ordered.
