            Pursuant to a notice posted in accordance with Senate Rule 
            11.11, a public hearing of the Senate Committee on Senate 
            Special Committee on Veteran Affairs & Military 
            Installations was held on Wednesday, March 5, 1997 in the 
            Capitol Extension, Room E1.016, at Austin, Texas.

            The Chair called the meeting to order at 2:20 pm.  There 
            being a quorum present, the following business was 
            transacted.  
            
            The following members arrived after the roll was called:  
            Senator Troy Fraser
            
            After opening remarks, the Chair called upon Brenda Arnett, 
            Executive Director of the Department of Commerce, to brief 
            the committee on defense transition programs in Texas.
            
            The Chair then laid out SB 226 and recognized the author, 
            Senator Madla, to explain the bill.  
            
            Senator Brown sent up a committee substitute; the Chair 
            recognized Senator Madla to explain the difference between 
            the committee substitute and the bill as filed. 
            
            The Chair also laid out SB 227 and again recognized the 
            author, Senator Madla, to explain the bill. 
            
            Senator Brown also sent up a committee substitute; the 
            Chair recognized Senator Madla to explain the difference 
            between the committee substitute and the bill as filed.  
            
            Witnesses testifying and registering on these bills are 
            shown on the attached list. 
            Senator Patterson moved that SB 226 be left pending; 
            without objection, it was so ordered.
            
 
            


            Senator Patterson also moved that SB 227 be left pending; 
            without objection, it was so ordered.
            
            There being no further business, at 3:15 pm Senator Brown 
            moved that the Committee stand recessed subject to the call 
            of the Chair.  Without objection, it was so ordered.
