         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         International Relations, Trade & Technology was held on  
         Tuesday, April 29, 1997 in the Capitol Extension, Room E1.016,  
         at Austin, Texas.

         Chairman Shapleigh called the meeting to order at 3:06 p.m.   
         The following business was transacted. 
          
         Chairman Shapleigh laid out HB 870 and recognized the Senate  
         sponsor, Senator West, to explain the bill.  The Chair then  
         recognized Senator Ogden to send up a Committee Substitute;  
         without objection, it was adopted.  A discussion followed.   
         The Honorable Representative Roberto Gutierrez, House author  
         of HB 870, was recognized to make comments regarding CSHB 870.   
         Other witnesses registering on the bill are shown on the  
         attached list.  Senator Ogden moved that CSHB 870 be reported  
         favorably to the full Committee with the recommendation that  
         it do pass and be printed.  The motion carried with a vote of  
         3 ayes, 0 nays, 0 present not voting, and 0 absent. 
          
         Chairman Shapleigh recognized Senator Ogden for a motion to  
         adopt the minutes from the previous subcommittee meeting;  
         without objection, it was so ordered.  There being no further  
         business, at 3:15 p.m. Senator Ogden moved that the  
         Subcommittee stand recessed subject to the call of the Chair.   
         Without objection, it was so ordered.
