Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
International Relations, Trade & Technology was held on
Wednesday, April 23, 1997 in Lt. Governor's Committee Room, at
Austin, Texas.

Chairman Truan called the meeting to order at 2:17 p.m. There
being a quorum present, the following business was transacted.
Chairman Truan laid out SB 1351 and recognized the Senate
sponsor, Senator Shapleigh, to explain the bill. A discussion
followed. Senator Shapleigh moved to withdraw the committee
substitute sent up last week which had not been adopted;
without objection, it was so ordered. Senator Shapleigh then
sent up a new Committee Substitute for SB 1351 and moved its
adoption; without objection, it was so ordered. Witnesses
testifying and registering on the bill are shown on the
attached list. Senator Shapleigh moved that CSSB 1351 be
reported favorably to the full Senate with the recommendation
that it do pass and be printed. Chairman Truan announced that
he would leave the vote open on CSSB 1351 for the length of
the Committee hearing. When the vote was closed at the end of
the hearing, the motion carried with a vote of 7 ayes, 0 nays,
0 present not voting, and 2 absent. Chairman Truan introduced
a new Committee policy analyst, Blanca LaBorde.
Chairman Truan laid out HB 930 and recognized the Senate
sponsor, Senator Carona, to explain the bill. A discussion
followed. Witnesses testifying and registering on the bill
are shown on the attached list. Senator Carona moved that HB
930 be reported favorably to the full Senate with the
recommendation that it do pass and be printed. Chairman Truan
announced that he would leave the vote open on HB 930 for the
length of the Committee hearing. When the vote was closed at
the end of the hearing, the motion carried with a vote of 7
ayes, 0 nays, 0 present not voting, and 2 absent. Senator
Carona moved that the bill be recommended for placement on the
Local & Uncontested Calendar, without objection, it was so
ordered. Senator Ogden requested unanimous consent to be
showed voting aye on HB 930 and CSSB 1351; without objection,
it was so ordered.
At 2:41 p.m. Senator Carona assumed the chair and laid out HB
1049, recognizing the Senate sponsor, Senator Truan, to
explain the bill. A discussion followed. Witnesses
testifying and registering on the bill are shown on the
attached list. Senator Truan moved that HB 1049 be reported
favorably to the full Senate with the recommendation that it
do pass and be printed. The Chair announced that he would
leave the vote on HB 1049 open for the length of the Committee
hearing. When the vote was closed at the end of the hearing,
the motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 2 absent.
At 2:47 p.m. Senator Truan resumed the chair and recognized
Senator Shapleigh for a Subcommittee Report on SB 1255. A
discussion followed. Witnesses testifying and registering on
the bill are shown on the attached list. Upon a motion by
Senator Shapleigh, the Subcommittee report was accepted by the
full Committee without objection. Chairman Truan recognized
the Senate sponsor, Senator Wentworth, to explain the bill. A
discussion followed. Senator Shapleigh moved that SB 1255 be
reported favorably to the full Senate with the recommendation
that it do pass and be printed. Chairman Truan announced that
he would leave the vote on SB 1255 open for the length of the
Committee hearing. When the vote was closed at the end of the
hearing, the motion carried with a vote of 6 ayes, 0 nays, 0
present not voting, and 3 absent.
The Chair laid out HB 870 and recognized Senator Shapleigh, in
the absence of the Senate sponsor, to explain the bill.
Senator Shapleigh moved to refer HB 870 to the Subcommittee on
Federal Peace Officers' Authority; without objection, it was
so ordered.
Senator Shapleigh moved to adopt the minutes from the previous
two Committee meetings; without objection, it was so ordered.
At 3:20 p.m. Senator Armbrister moved that subject to the
completion of the vote, the Committee stand recessed subject
to the call of the Chair. Without objection, it was so
ordered. At 3:52 p.m., Senator Truan closed and announced the
final votes on CSSB 1351, HB 930, HB 1049, and SB 1255. There
being no further business, at 3:52 p.m., the Committee stood
in recess.
