Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
International Relations, Trade & Technology was held on
Wednesday, April 16, 1997 in Lt. Governor's Committee Room, at
Austin, Texas.

Chairman Truan called the meeting to order at 1:25 p.m. There
being a quorum present, the following business was transacted.
At 1:25 p.m. Senator Carona assumed the chair, laid out HB
1520 and recognized Senator Truan, in the absence of the
Senate sponsor, Senator Harris, to explain the bill. A
discussion followed. Witnesses testifying and registering on
the bill are shown on the attached list. The Chair recognized
Senator Truan to explain Committee Amendment No. 1. A
discussion followed. Senator Truan moved to adopt Committee
Amendment No. 1; without objection, it was so ordered.
Senator Truan moved that HB 1520 as amended be reported
favorably to the full Senate with the recommendation that it
do pass and be printed. Senators Bivins and Ogden requested
unanimous consent to be shown voting aye on HB 1520 as
amended; without objection, it was so ordered. The motion to
report HB 1520 favorably as amended carried with a vote of 9
ayes, 0 nays, 0 present not voting, and 0 absent. Senator
Truan requested unanimous consent to certify HB 1520 as
amended to the Local and Uncontested Calendar; without
objection, it was so ordered.
The Chair laid out SB 1849 and recognized Senator Truan, in
the absence of the Senate sponsor, Senator Madla, to explain
the bill. A discussion followed. Senator Truan moved that SB
1849 be reported favorably to the full Senate with the
recommendation that it do pass and be printed. Senators
Bivins and Ogden requested unanimous consent to be shown
voting aye on SB 1849; without objection, it was so ordered.
The motion to report SB 1849 favorably carried with a vote of
9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator
Truan requested unanimous consent to certify SB 1849 to the
Local and Uncontested Calendar; without objection, it was so
ordered.
At 1:36 p.m. Senator Truan resumed the chair and recognized
Senator Lindsay for a motion to approve the minutes from the
previous meeting; without objection, it was so ordered.
The Chair laid out SB 1302 and recognized the Senate sponsor,
Senator Ratliff, to explain the bill. A discussion followed.
Witnesses registering on the bill are shown on the attached
list. Senator Ratliff moved that SB 1302 be reported
favorably to the full Senate with the recommendation that it
do pass and be printed. Senators Bivins and Ogden requested
unanimous consent to be shown voting aye on SB 1302; without
objection, it was so ordered. The motion to report SB 1302
favorably carried with a vote of 9 ayes, 0 nays, 0 present not
voting, and 0 absent. Senator Ratliff requested unanimous
consent to certify SB 1302 to the Local and Uncontested
Calendar; without objection, it was so ordered.
Chairman Truan laid out SB 1276 and recognized Senator
Armbrister to send up a Committee Substitute for SB 1276. The
Chair recognized the Senate sponsor, Senator Lucio, Jr., to
explain the Committee Substitute. A discussion followed.
Witnesses testifying and registering on the bill are shown on
the attached list. The Chair moved that adoption of the
Committee Substitute for SB 1276 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Sibley moved to adopt the Committee
Substitute for SB 1276; without objection, it was so ordered.
Senator Sibley moved that CSSB 1276 be reported back to the
Senate with the recommendation that it do pass and be printed.
Senator Armbrister requested unanimous consent to be shown
voting aye on CSSB 1276; without objection, it was so ordered.
Senator Carona requested unanimous consent to be shown voting
nay on CSSB 1276; without objection, it was so ordered. The
motion to report CSSB 1276 favorably carried with a vote of 6
ayes, 1 nay, 0 present not voting, and 2 absent.
The Chair laid out HB 1300 and recognized the Senate sponsor,
Senator Ogden, to explain the bill. A discussion followed.
Witnesses testifying and registering on the bill are shown on
the attached list. The Chair moved that HB 1300 be left
pending to await a quorum; without objection it was so
ordered. Upon arrival of a quorum, Senator Ogden moved HB
1300 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.
The Chair laid out SB 1351 and recognized the Senate sponsor,
Senator Shapleigh, to explain the bill. Senator Shapleigh
sent up a Committee Substitute for SB 1351. A discussion
followed. Witnesses testifying and registering on the bill
are shown on the attached list. Senator Shapleigh moved that
SB 1351 be left pending; without objection, it was so ordered.
There being no further business, at 4:00 p.m. Senator
Shapleigh moved that the Committee stand recessed subject to
the call of the Chair. Without objection, it was so ordered.
