         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         International Relations, Trade & Technology was held on  
         Tuesday, April 8, 1997 in the Capitol Extension, Room E1.016,  
         at Austin, Texas.

         Chairman Truan called the public meeting to order at 2:22 p.m.   
         There being a quorum present, the following business was  
         transacted. 
          
         At 2:23 p.m. Senator Carona assumed the chair and took up  
         pending business.  The Chair laid out SB 814 and recognized  
         the Senate sponsor, Senator Truan, to explain the bill.   
         Senator Truan sent up and explained the committee substitute.   
         A discussion followed.  Senator Truan moved to adopt the  
         committee substitute; without objection, it was adopted.   
         Senator Truan moved that CSSB 814 be reported favorably to the  
         full Senate with the recommendation that it do pass and be  
         printed.  Senators Sibley, Bivins and Ogden requested  
         unanimous consent to be shown voting aye on CSSB 814; without  
         objection it was so ordered.  The motion to report CSSB 814  
         favorably to the full Senate carried with a vote of 9 ayes, 0  
         nays, 0 present not voting, and 0 absent. 
          
         At 2:28 p.m. Senator Truan resumed the chair and recognized  
         Senator Ratliff for a motion to approve the minutes from the  
         April 2, 1997 meeting; without objection, it was so ordered. 
          
         Chairman Truan laid out SB 370 and recognized the Senate  
         sponsor, Senator Armbrister, to explain the bill.   Senator  
         Armbrister sent up a committee substitute.  A discussion  
         followed.  Senator Armbrister sent up and explained Committee  
         Amendment number one.  A discussion followed.  Senator  
         Armbrister moved to adopt Committee Amendment number one;  
         without objection, it was so ordered.  Senator Sibley sent up  
         and explained Committee Amendment number two.  A discussion  
         followed.  Senator Sibley moved to adopt Committee Amendment  
         number two; without objection, it was so ordered.  Senator  
         Armbrister sent up and explained Committee Amendment number  
         three.  A discussion followed.  Senator Armbrister moved to  
         adopt Committee Amendment number three; without objection, it  
         was so ordered.  Senator Armbrister sent up and explained  
         Committee Amendment number four.  A discussion followed.   
         Senator Armbrister moved to adopt Committee Amendment number  
         four; without objection, it was so ordered.  Witnesses  
         testifying and registering on the bill are shown on the  
         attached list.   
          
         Chairman Truan also laid out SB 369 and recognized the Senate  
         sponsor, Senator Sibley, to explain the bill concurrently.   
         Senator Sibley sent up a committee substitute.  A discussion  
         followed. Witnesses testifying and registering on the bill are  
         shown on the attached list.   
          
         Chairman Truan recognized Representative Clyde Alexander,  
         Chairman of the House Transportation Committee and Former  
         Lieutenant Governor Bill Hobby, in attendance at the meeting. 
          
         SB 369 and SB 370 were left pending before the Committee. 
          
         There being no further business, at 5:35 p.m. Senator  
         Armbrister moved that the Committee stand recessed subject to  
         the call of the Chair.  Without objection, it was so ordered.
