Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
International Relations, Trade & Technology was held on
Wednesday, April 2, 1997 in Lt. Governor's Committee Room, at
Austin, Texas.

Chairman Truan called the public meeting to order at 2:36 p.m.
There being a quorum present, the following business was
transacted.
After opening remarks, Chairman Truan laid out SJR 39 and
recognized the Senate sponsor, Senator Ellis, to explain the
resolution. A discussion followed. Witnesses registering on
the bill are shown on the attached list. The Chair moved that
SJR 39 be left pending to await a quorum; without objection it
was so ordered. Upon arrival of a quorum, Senator Truan moved
SJR 39 be reported back to the Senate with the recommendation
that it do pass and be printed. Senators Armbrister, Sibley
and Ogden requested unanimous consent to be shown voting aye
for SJR 39. There being no objection, it was so ordered. The
motion carried with a vote of 8 ayes, 0 nays, 0 present not
voting, and 1 absent.
At 2:40 p.m. Senator Sibley assumed the chair and laid out SB
994, recognizing Senator Truan, in the absence of the author,
to explain the bill. At 2:41 p.m. Senator Carona assumed the
chair. A discussion followed. Witnesses registering on the
bill are shown on the attached list. The Chair moved that SB
994 be left pending to await a quorum; without objection it
was so ordered. Upon arrival of a quorum, Senator Truan moved
SB 994 be reported back to the Senate with the recommendation
that it do pass and be printed. Senators Armbrister and
Sibley requested unanimous consent to be shown voting aye for
SB 994. Senator Ogden requested unanimous consent to be shown
voting nay on SB 994. There being no objection, it was so
ordered. The motion carried with a vote of 7 ayes, 1 nay, 0
present not voting, and 1 absent.
The Chair laid out SB 1512 and recognized the author, Senator
Truan, to explain the bill. Senator Truan sent up a committee
substitute; upon the arrival of a quorum, it was adopted
without objection. A discussion followed. Witnesses
testifying and registering on the bill are shown on the
attached list. Senator Truan sent up and explained Committee
Amendment number one; upon the arrival of a quorum, it was
adopted without objection. Senator Truan requested unanimous
consent to roll Committee Amendment number one into CSSB 1512;
without objection, it was so ordered. Senator Truan moved
that CSSB 1512, as amended, be reported favorably to the full
Senate with the recommendation that it do pass and be printed.
Senators Armbrister, Sibley and Ogden requested unanimous
consent to be shown voting aye for CSSB 1512, as amended.
There being no objection, it was so ordered. The motion
carried with a vote of 8 ayes, 0 nays, 0 present not voting,
and 1 absent.
The Chair laid out SB 1518 and recognized the Senate sponsor,
Senator Truan, to explain the bill. Senator Truan sent up and
explained the committee substitute. Adoption of the
substitute was postponed pending the arrival of a quorum. A
discussion followed. Witnesses testifying and registering on
the bill are shown on the attached list. Senator Truan sent
up Committee Amendment number one and explained it. A
discussion followed. The Chair ordered roll call during
testimony and pronounced a quorum present. Senator Truan
moved to adopt the committee substitute for SB 1518; without
objection, it was so ordered. Senator Truan moved to adopt
Committee Amendment number one for SB 1518; without objection,
it was so ordered. Senator Truan requested unanimous consent
to roll Committee Amendment number one into the substitute;
without objection, it was so ordered. Senator Truan moved
CSSB 1518, as amended, be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a vote of 7 ayes, 1 nay, 0 present not voting,
and 1 absent.
The Chair laid out SCR 51 and recognized the Senate sponsor,
Senator Truan, to explain the bill. A discussion followed.
Witnesses registering on the resolution are shown on the
attached list. Senator Truan moved that SCR 51 be reported
favorably to the full Senate with the recommendation that it
do pass and be printed. Senators Armbrister, Sibley and Ogden
requested unanimous consent to be shown voting aye for SCR 51.
There being no objection, it was so ordered. The motion
carried with a vote of 8 ayes, 0 nays, 0 present not voting,
and 1 absent. Senator Truan moved that the bill be
recommended for placement on the Local & Uncontested Calendar,
without objection, it was so ordered.
At 3:55 p.m. Senator Truan resumed the chair. Senator Carona
moved to approve the minutes from the March 26, 1997 meeting;
without objection, it was so ordered. There being no further
business, at 3:57 p.m. Senator Ratliff moved that the
Committee be recessed. Without objection, it was so ordered.
