         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a public hearing of the Senate Committee on 
         International Relations, Trade & Technology was held on 
         Wednesday, February 12, 1997 in Lt. Governor's Committee Room, 
         at Austin, Texas.

         The Chair called the meeting to order at 1:27 p.m.  There 
         being a quorum present, the following business was transacted.  
         
         Chairman Truan made introductory remarks and introduced Mr. 
         Ray Brimble, Chairman of the Central Texas District Export 
         Council of Texas.  Mr. Brimble testified on the role of the 
         District Export Councils of Texas and their recommendations to 
         improve Texas exports/imports.  A discussion followed.  Mr. 
         Dan Wattles, Director of Governmental Relations for the Texas 
         Department of Commerce, testified on the Department's response 
         to the District Export Council recommendations.  A discussion 
         followed.  Witnesses testifying and registering on the subject 
         are shown on the attached list.
         
         Senator Armbrister moved adoption of the February 5, 1997 
         minutes.  There being no objection, it was so ordered.
         
         
         There being no further business, at 1:53 p.m. Senator 
         Shapleigh moved that the Committee stand recessed subject to 
         the call of the Chair.  Without objection, it was so ordered.
