         Pursuant to the suspension of Senate Rule 11.11, the Senate 
         Committee on Criminal Justice convened on Wednesday, January 
         15, 1997 in the Senate Chamber, Austin, Texas.

         The Chair called the meeting to order at 9:00 am.  There being 
         a quorum present, the following business was transacted.  
         
         The following members arrived after the roll was called:  
         none.
         
         Chair laid out the committee rules, Senator Nelson motioned 
         that they be adopted.  The clerk took a vote,  the motion 
         carried with a vote of 7 ayes, 0 nays, 0 present not voting, 
         and 0 absent.  
         
         The Chair laid out SB 97 and recognized the author, Senator 
         Moncrief, to explain the bill.  
         
         Representative Debra Danburg, representing self and District 
         137, testified in favor of the bill.
         
         Representative Brian McCall, representing self, testified in 
         favor of the bill.
         
         Senator Kay Bailey Hutchison, representing self, testified in 
         favor of the bill.
         
         Karen Krause, representing self, testified in favor of the 
         bill.
         
 
         





         Larry Cordle, representing self, testified in favor of the 
         bill.
         Joe Paniagua, representing City of Fort Worth, registered but 
         did not testify in favor of the bill.
         
         Vicki Issaks, representing Dallas County District Attorney, 
         testified in favor of the bill.
         
         Rob Kepple, representing Texas District and County Attorneys, 
         testified on the bill.
         
         Tom Martin, representing Texas Polices Chiefs'  Association, 
         testified in favor of the bill.
         
         Christina Schneider, representing Texas Council on Family 
         Violence, testified in favor of the bill.
         
         Amy Wong Mok, representing Texas Association Against Sexual 
         Assault, testified in favor of the bill.
         
         Senator Shapiro moved that SB 97 be reported favorably to the 
         full Senate with the recommendation that it do pass and be 
         printed.  The motion carried with a vote of 7 ayes, 0 nays, 0 
         present not voting, and 0 absent.  
         
         There being no further business, at 10:33 am Senator Whitmire 
         moved that the Committee stand recessed subject to the call of 
         the Chair.
