         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Natural  
         Resources, Subcommittee on Agriculture, was held on Wednesday,  
         April 23, 1997 in the Senate Chamber at Austin, Texas.

         Jr. 
         Senator Teel Bivins

         The Chair called the meeting to order at 2:10 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The Chair laid out HB 950 and recognized the Senate sponsor,  
         Senator Duncan, to explain the bill.   
         There being no witnesses, the chair closed public testimony. 
          
         Senator Bivins moved that HB 950 be reported favorably to the  
         full committee with the recommendation that it do be reported  
         favorably to the full Senate.  The motion carried with a  
         record vote of 4 ayes, 0 nays, 0 present not voting, and 1  
         absent.   
          
         Senator Bivins assumed the chair.   
          
         The Chair laid out HB 2602 and recognized the Senate sponsor,  
         Senator Haywood, to explain the bill.   
          
         There being no witnesses, the chair closed public testimony. 
          
         Senator Haywood moved that HB 2602 be reported favorably to  
         the full committee with the recommendation that it do be  
         reported favorably to the full Senate.  The motion carried  
         with a record vote of 4 ayes, 0 nays, 0 present not voting,  
         and 1 absent.   
          
         The Chair laid out HB 963 and recognized the Senate sponsor,  
  
         Senator Haywood, to explain the bill.   
         There being no witnesses, the chair closed public testimony. 
         Senator Haywood explained committee amendment number one and  
         moved that it be adopted.  There being no objection, it was so  
         ordered. 
          
         Senator Haywood moved that HB 963, as amended,  be reported  
         favorably to the full committee with the recommendation that  
         it do be reported favorably, as amended, to the full Senate.   
         The motion carried with a record vote of 4 ayes, 0 nays, 0  
         present not voting, and 1 absent.   
          
         Senator Haywood resumed the chair.   
          
         There being no further business, at 2:15 pm Senator Bivins  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
