         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Joint Interim Committee on  
         Water Resources Development and Management was held on  
         Thursday, April 2, 1998, at the Corpus Christi City Council  
         Chamber, in Corpus Christi, Texas.

         Chairman Brown called the hearing to order at 1:35 p.m. and  
         the following business was transacted: 
          
         Senator Truan moved that the Minutes from the previous hearing  
         be adopted.  There being no objection, it was so ordered. 
          
         Opening remarks were made by Chairman Brown and Senator Truan. 
          
         Corpus Christi Mayor Lloyd Neal welcomed the committee to  
         Corpus Christi and stated the importance of water to this  
         state, and particular his city of Corpus Christi, stating that  
         "water is the lifeblood of our city and area". 
          
         The committee welcomed a special speaker, Meir Ben Meir, the  
         Water Commissioner of Israel, who gave a presentation on the  
         water management practices of Israel.
