         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Natural  
         Resources was held on Thursday, April 17, 1997 in the Capitol  
         Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 2:25 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The Chair referred HB 2602 to the Subcommittee on Agriculture  
         for further consideration.

         Truan, to explain the bill.
