         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Natural  
         Resources was held on Thursday, April 10, 1997 in the Capitol  
         Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 2:30 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The Chair simultaneously laid out SB 1046 & SB 1495.  Senator  
         Bivins, author of SB 1495,  explained the bill.   
          
         Senator Bivins sent up a Committee Substitute for SB 1495 and  
         moved adoption; without objection, the substitute was adopted. 
          
         Witnesses testifying and registering on both bills are shown  
         on the attached list.   
          
         SB 1046 and CSSB 1495 were left pending. 
          
         At 3:00 pm Senator Barrientos assumed the chair.   
          
         The Chair laid out SB 1711 and recognized the author, Senator  
         Brown, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The bill was left pending. 
          
         At 3:43 pm Senator Truan assumed the chair.   
          
         The Chair laid out SB 920 and recognized the author, Senator  
         Brown, to explain the bill.   
          
         Senator Brown sent up a Committee Substitute and explained the  
         differences. 
          
         Senator Brown sent up Committee Amendment 1 and moved  
         adoption; without objection, the Amendment was adopted. 
          
         Senator Brown moved that CSSB 920, as amended, be adopted;  
         without objection, it was so ordered. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The bill was left pending. 
          
         The Chair laid out SB 1322 and recognized the author, Senator  
         Brown, to explain the bill.

         The bill was left pending. 
          
         At 6:46 pm Senator Brown resumed the chair.   
          
         The Chair again laid out CSSB 920.   
          
         Senator Truan moved that SB 920, as substituted, be reported  
         favorably to the full Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a vote of 9  
         ayes, 0 nays, 1 present not voting, and 1 absent.   
          
         The Chair again laid out CSSB 1495.   
          
         Senator Bivins moved that SB 1495, as substituted, be reported  
         favorably to the full Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a vote of 10  
         ayes, 0 nays, 0 present not voting, and 1 absent.   
          
         Senator Bivins moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar, without  
         objection, it was so ordered.   
          
         There being no further business, at 6:51 pm Senator Truan  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
