Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Natural
Resources was held on Thursday, March 20, 1997 in the Capitol
Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 1:55 pm. There being
a quorum present, the following business was transacted.
The Chair laid out HB 338 and recognized Senator Haywood, in
the absence of the Senate sponsor, to explain the bill.
Senator Haywood moved that HB 338 be reported favorably to the
full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 6 ayes, 0 nays, 0
present not voting, and 5 absent.
At 2:01 pm Senator Barrientos assumed the chair.
The Chair laid out SB 1 and recognized the author, Senator
Brown.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Brown sent up Committee Amendments 114-133 and moved
adoption; without objection, the amendments were adopted.
Senator Truan sent up Committee Amendment 57 and moved
adoption; without objection, the amendment was adopted.
Senator Nixon sent up Committee Amendment 60. After
discussion, Senator Nixon withdrew the amendment.
Senator Lucio sent up Committee Amendment 61 and moved
adoption; without objection, the amendment was adopted.
Senator Fraser sent up Committee Amendment 64. After
discussion, Senator Fraser withdrew the amendment.

Senator Brown moved that SB 1, as amended, be reported
favorably to the full Senate with the recommendation that it
do pass and be printed with the amendments incorporated into a
committee substitute. The motion carried with a vote of 11
ayes, 0 nays, 0 present not voting, and 0 absent.
The Chair laid out SJR 16 and SJR 17 and recognized the
author, Senator Brown, to explain the resolution.
Senator Brown sent up CSSJR 17 and moved adoption; without
objection, CSSJR 17 was adopted.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Brown moved that CSSJR 17 be reported favorably to the
full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 11 ayes, 0 nays, 0
present not voting, and 0 absent.
At 7:23 pm Senator Brown resumed the chair.
There being no further business, at 7:25 pm Senator Barrientos
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
