         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a public hearing of the Senate Committee on Natural 
         Resources was held on Tuesday, March 4, 1997 in the Capitol 
         Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 2:05 pm.  There being 
         a quorum present, the following business was transacted.  
         
         The Chair laid out SB 757 and recognized the author, Senator 
         Wentworth, to explain the bill.  
         
         Senator Wentworth sent up a committee substitute, explained 
         the differences, and moved its adoption;  there being no 
         objection it was so ordered.
         
         Witnesses testifying and registering on the bill are shown on 
         the attached list.  
         
         Senator Wentworth moved that CSSB 757 be reported favorably to 
         the full Senate with the recommendation that it do pass and be 
         printed.  The motion carried with a vote of 8 ayes, 0 nays, 0 
         present not voting, and 3 absent.  
         
         Senator Wentworth requested unanimous consent to certify the 
         bill for Local & Uncontested Calendar; without objection, it 
         was so ordered.  
         
         At 2:17 pm Senator Barrientos assumed the chair.  
         
         The Chair laid out SB 632 and recognized the author, Senator 
 
         





         Brown, to explain the bill.  
         
         Senator Brown sent up a committee substitute, explained the 
         differences, and moved its adoption;  there being no objection 
         it was so ordered.

         the attached list.  
         
         Senator Brown moved that CSSB 632 be reported favorably to the 
         full Senate with the recommendation that it do pass and be 
         printed.  The motion carried with a vote of 8 ayes, 0 nays, 0 
         present not voting, and 3 absent.  
         
         Senator Brown requested unanimous consent to certify the bill 
         for Local & Uncontested Calendar; without objection, it was so 
         ordered.  
         
         The Chair laid out SB 639 and recognized the author, Senator 
         Brown, to explain the bill.  
         
         Senator Brown sent up a committee substitute and explained the 
         differences.
         
         Senator Brown requested unanimous consent to incorporate 
         amendments into the committee substitute.  Senator Brown then 
         moved that the new committee substitute be adopted; there 
         being no objection it was so ordered.

          Senator Brown moved that CSSB 639 be reported favorably to 
         the full Senate with the recommendation that it do pass and be 
         printed.  The motion carried with a vote of 8 ayes, 0 nays, 0 
         present not voting, and 3 absent.  
         
         Senator Brown requested unanimous consent to certify the bill 
         for Local & Uncontested Calendar; without objection, it was so 
         ordered.  
         
         At 2:31 pm Senator Brown resumed the chair.  
         
         There being no further business, at 2:32 pm Senator Barrientos 
         moved that the Committee stand recessed subject to the call of 
         the Chair.  Without objection, it was so ordered.
