         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a public hearing of the Senate Committee on Nominations 
         was held on Monday, March 10, 1997 in the Capitol Extension, 
         Room E1.016, at Austin, Texas.

         The Chair called the meeting to order at 2:05 pm.  There being 
         a quorum present, the following business was transacted.  
         
         The Chair laid out the names of the nominees for the Coastal 
         Coordination Council.
         
         Senator Truan introduced nominees, John Barrett, and Fred W. 
         Heldenfels.
         
         Senator Patterson introduced nominee, Edward F. Stuart.
         
         The Chair introduced Robert B. Dunkin.
         
         At 2:16 pm, Senator Gallegos moved to consider and report to 
         the Senate with the recommendation that the nominees for the 
         Coastal Coordination Council be confirmed.
         
         Senator Barrientos seconded the motion.
         
         
         The Chair asked the Committee Members for unanimous consent to 
         show Senators  Shapiro and Brown as voting aye.  There being 
         no objection, Senators Shapiro and Brown were shown voting 
         aye.
         
         The motion carried with a vote of 7 ayes, 0 nays, 0 present 
 
         





         not voting, and 0 absent.  
         
         The Chair laid out the names of the nominees for the Board of 
         Regents of Texas Tech University.
         
         Senator Fraser introduced nominees, Nancy E. Jones and John W. 
         Jones.
         
         Senator Duncan introduced nominee, J. Michael Weiss.
         
         At 2:45 pm, Senator Barrientos moved to consider and report to 
         the Senate with the recommendation that the nominees for the 
         Board of Regents of Texas Tech University be confirmed.
         
         Senator Gallegos seconded the motion.
         
         The motion carried with a vote of 7 ayes, 0 nays, 0 present 
         not voting, and 0 absent.  
         
         The Chair laid out the names for the University of Houston 
         Board of Regents.
         
         Senator Lindsay introduced nominee, Eduardo Aguirre, Jr.
         
         Senator Brown introduced nominee, Charles E. McMahen.
         
         Senator Ellis introduced nominee, Gary L. Rosenthal.
         
         At 3:10 pm, Senator Brown moved to consider and report to the 
         Senate with the recommendation that the nominees for the 
         University of Houston Board of Regents be confirmed.
         
         Senator Haywood seconded the motion.
         
         The motion carried with a vote of 7 ayes, 0 nays, 0 present 
         not voting, and 0 absent.  
         
         The Chair laid out the names of the nominees for the Texas 
         Commission of Licensing and Regulation.
         
         Senator Fraser introduced nominee, William Fowler.
         
         Senator Armbrister introduced nominee, Elliott B. McConnell.
         
         Senator Barrientos introduced nominee, Earl L. Yeakel, III.
         
         Senator Shapiro introduced nominee, Mickey Christakos.
         
         At 3:30 pm, Senator Gallegos moved to consider and report to 
         the Senate with the recommendation that the nominees for the 
         Texas Commission of Licensing and Regulation be confirmed.
         
         Senator Nixon seconded the motion.
         
         The motion carried with a vote of 7 ayes, 0 nays, 0 present 
 
         





         not voting, and 0 absent.  
         
         The Chair laid out the names of the nominees for the Texas 
         Board of Criminal Justice.
         
         Senator Duncan introduced nominee, Nancy Patton.
         
         Senators Carona and Shapiro introduced nominee, Patricia A. 
         Day.
         
         Senator Harris introduced nominee, Alfred C. Moran.
         
         Senator Wentworth introduced nominee,  Alfred M. Stringfellow.
         
         At 3:45 pm, Senator Gallegos moved to consider and report to 
         the Senate with the recommendation that the nominees for the 
         Texas Board of Criminal Justice be confirmed.
         
         Senator Barrientos seconded the motion.
         
         The Chair asked the Committee Members for unanimous consent to 
         show Senator  Nixon as voting aye.  There being no objection, 
         Senator Nixon was shown voting aye. 
         
         The motion carried with a vote of 7 ayes, 0 nays, 0 present 
         not voting, and 0 absent.  
         
         The Chair laid out the names of the nominees to the Texas 
         Department of Housing and Community Affairs Board and the 
         Executive Director of the Texas Department of Housing and 
         Community Affairs.
         
         Senator Shapiro introduced nominee, C. Kent Conine.
         
         Senator Barrientos and Representative Alexander introduced 
         nominee, Larry Paul Manley.
         
         The Chair Madla, Senator Shapiro and Senator Ratliff 
         introduced nominee, Michael E. Jones.
         
         The Chair Madla and Senator Wentworth introduced nominee, 
         Robert O. Brewer.
         
         At 4:43 pm, Senator Brown moved to consider and report to the 
         Senate with the recommendation that the nominees for the Texas 
         Department of Housing and Community Affairs Board be 
         confirmed.
         
         Senator Nixon seconded the motion.
         
         The Chair asked the Committee Members for unanimous consent to 
         show Senators  Shapiro and Barrientos as voting aye.  There 
         being no objection, Senators Shapiro and Barrientos were shown 
         voting aye.
         
 
         





         The motion carried with a vote of 7 ayes, 0 nays, 0 present 
         not voting, and 0 absent.  
         
         At 4:44 pm, Senator Brown moved to consider and report to the 
         Senate with the recommendation that the nominee for the 
         Executive Director of the Texas Department of Housing and 
         Community Affairs be confirmed.
         
         Senator Nixon seconded the motion.
         
         The Chair asked the Committee Members for unanimous consent to 
         show Senators  Shapiro and Barrientos as voting aye.  There 
         being no objection, Senators Shapiro and Barrientos were shown 
         voting aye.
         
         The motion carried with a vote of 7 ayes, 0 nays, 0 present 
         not voting, and 0 absent.  
          
         At 4:45 pm, Senator Nixon moved to consider and report to the 
         Senate with the recommendation that the nominees for the Texas 
         Aerospace Commission, Texas Commission on Human Rights, Texas 
         Low-Level Radioactive Waste Disposal Authority Board of 
         Directors, Texas Insurance Purchasing Alliance Board of 
         Trustees, Texas Council on Purchasing from People with 
         Disabilities, and the Radiation Advisory Board  be confirmed.
         
         Senator Brown seconded the motion.
         
         
         
         The Chair asked the Committee Members for unanimous consent to 
         show Senators  Shapiro and Barrientos as voting aye.  There 
         being no objection, Senators Shapiro and Barrientos were shown 
         voting aye.
         
         The motion carried with a vote of 7 ayes, 0 nays, 0 present 
         not voting, and 0 absent.  
          
         There being no further business, at 4:46 pm the Chair moved 
         that the Committee stand recessed subject to the call of the 
         Chair.  Without objection, it was so ordered.
