                         SENATE COMMITTEE ON NOMINATIONS

         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a public hearing of the Senate Committee on Nominations 
         was held on Monday, February 10, 1997 in the Capitol 
         Extension, Room E1.016, at Austin, Texas.

         The Chair called the meeting to order at 2:05 pm.  There being 
         a quorum present, the following business was transacted.  
         
         The Chairman laid out the names of the nominees for the Texas 
         Natural Resource Conservation Commission.
         
         Senator Barrientos introduced nominee, Barry McBee.
         
         Senator Fraser introduced nominee, John Baker.
         
         Witnesses testifying and registering on the Texas Natural 
         Resource Conservation Commission are shown on the attached 
         list. 
         
         The Chairman laid out the names of the nominees for the Texas 
         Water Development Board.
         
         Senator Lucio introduced nominee, Noe Fernandez.
         
         Senator Shapiro introduced nominee, William Madden.
         Witnesses testifying and registering on the Texas Water 
         Development Board are shown on the attached list.  
         
         At 5:15 pm, Senator Brown moved to consider and report to the 
         Senate with the recommendation that the nominees of the Texas 
         Natural Resource Conservation Commission be confirmed.
         
 
         





         Senator Shapiro seconded the motion.
         
         The Chairman asked the Committee Members for unanimous consent 
         to show Senator Haywood as voting aye. There being no 
         objection, Senator Haywood was shown voting aye.
         
         The motion carried with a vote of 7 ayes, 0 nays, 0 present 
         not voting, and 0 absent. 
         
         At 5:16 pm, Senator Shapiro moved to consider and report to 
         the Senate with the recommendation that the nominees of the 
         Texas Water Development Board be confirmed.
         
         Senator Brown seconded the motion.
         
         The Chairman asked the Committee Members for unanimous consent 
         to show Senator Haywood as voting aye. There being no 
         objection, Senator Haywood was shown voting aye.
         
         The motion carried with a vote of 7 ayes, 0 nays, 0 present 
         not voting, and 0 absent.  
         
         At 5:17 pm, Senator Shapiro moved to consider and report to 
         the Senate with the recommendation that the nominees of the 
         Angelina and Neches River Authority Board of Directors, Lower 
         Concho River Water and Soil Conservation Authority, Evergreen 
         Underground Water Conservation District Board, Gulf Coast 
         Waste Disposal Authority, Gulf States Marine Fisheries 
         Commission, On-Site Wastewater Treatment Research Council, Red 
         River Authority Board of Directors, Sulphur River Basin 
         Authority Board of Directors, and the Upper Neches River 
         Municipal Water Authority Board of Directors be confirmed. 
         
         Senator Brown seconded the motion.
         
         The Chairman asked the Committee Members for unanimous consent 
         to show Senator Haywood as voting aye. There being no 
         objection, Senator Haywood was shown voting aye.
         
         The motion carried with a vote of 7 ayes, 0 nays, 0 present 
         not voting, and 0 absent.  
         
         There being no further business, at 5:18 pm Senator Madla 
         moved that the Committee stand recessed subject to the call of 
         the Chair.  Without objection, it was so ordered.
