         Pursuant to a notice posted in accordance with Senate Rule 11.11, 
         a public hearing of the Senate Committee on State Affairs was held 
         on Thursday, February 13, 1997 in the Senate Chamber at Austin, 
         Texas.

         The Chair called the meeting to order at 1:35 pm.  There being a 
         quorum present, the following business was transacted.  
         
         The following members arrived after the roll was called:  none.
         
         The Chair laid out SB 461 and recognized the author, Senator 
         Moncrief, to explain the bill.  
         
         Witnesses testifying and registering on the bill are shown on the 
         attached list.  
         
         Senator Nelson moved that SB 461 be reported favorably to the full 
         Senate with the recommendation that it do pass and be printed.  The 
         motion carried with a vote of 9 ayes, 3 nays, 1 present not voting, 
         and 0 absent.  
         
         The Chair asked that Senators Ellis and Whitmire be shown voting 
         Nay on SB 99.  This vote does not change the outcome of the bill.
         
         The Chair laid out SB 255 and recognized the author, Senator 
         Harris, to explain the bill.  
         
         Senator Nixon sent up a committee substitute; the Chair recognized 
         Senator Nixon to explain the difference between the committee 
         substitute and the bill as filed.  
         
         Witnesses testifying and registering on the substitute are shown on 
         the attached list.    
         
         Senator Nixon sent up Committee Amendment 1 and moved adoption. 
         The motion carried with a vote of 13 ayes, 0 nays, 0 present not 
         voting, and 0 absent.  
         
         Senator Nixon sent up Committee Amendment 2 and moved adoption. The 
         motion carried with a vote of 13 ayes, 0 nays, 0 present not
 
         





         voting, and 0 absent.  
         
         Senator Nixon requested unanimous consent to incorporate amendments 
         into the committee substitute.  Senator Nixon moved that SB 255 be 
         left pending; without objection, it was so ordered.
         
         At 2:05 pm Senator Nixon assumed the chair.
         
          The Chair laid out SB 447 and recognized Senator Gallegos, Jr., in 
         the absence of the author, to explain the bill.  
         
         Witnesses testifying and registering on the bill are shown on the 
         attached list.  
           
         At 2:10 pm Senator Armbrister resumed the chair.
         
         Senator Nixon moved that SB 447 be reported favorably to the full 
         Senate with the recommendation that it do pass and be printed.  The 
         motion carried with a vote of 13 ayes, 0 nays, 0 present not 
         voting, and 0 absent.  
         
         Senator Nixon requested unanimous consent to certify the bill for 
         Local & Uncontested Calendar; without objection, it was so ordered. 
         
         
         At 4:00 pm Senator Nixon assumed the chair.  
         
         The Chair laid out SB 330 and recognized the author, Senator 
         Armbrister, to explain the bill.

         Senator Gallegos, Jr. moved that SB 330 be reported favorably to 
         the full Senate with the recommendation that it do pass and be

         Senator Gallegos, Jr. requested unanimous consent to certify the 
         bill for Local & Uncontested Calendar; without objection, it was so 
         ordered.  
         
         The Chair laid out SB 331 and recognized the author, Senator 
         Armbrister, to explain the bill.

         No action was taken on SB 223.
         
         At 4:30 pm Senator Armbrister resumed the chair.  
         
         There being no further business, at 4:35 pm Senator Armbrister 
         moved that the Committee stand recessed subject to the call of the 
         Chair.  Without objection, it was so ordered.
