         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Jurisprudence was held on Thursday, May 1, 1997 in the Capitol  
         Building, Room 3.E4, at Austin, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator Chris Harris                    Senator Robert Duncan

         Senator Harris, the Acting Chair, called the meeting to order  
         at 3:16 pm.  The following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair laid out SB 647 and recognized the author, Senator  
         Brown, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Harris moved that SB 647 be left pending until a time  
         certain being upon adjournment of the Senate on May 2, 1997;  
         without objection, it was so ordered. 
          
         There being no further business, at 4:07 pm Senator Harris  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.   
          
         Senator Harris, the Acting Chair called the meeting to order  
         at 10:40 am, in the Senate Chamber.  The roll was called.  All  
         members being present, the following business was transacted. 
          
         Senator Ogden moved that SB 647 be reported favorably awaiting  
         a compromise substitute or amendment to the full Committee.   
  
         The motion carried with a vote of 3 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         There being no further business, at 10:44 am Senator Harris  
         moved that the Committee be adjourned. Without objection, it  
         was so ordered.
