                      JOINT LEGISLATIVE OVERSIGHT COMMITTEE

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Texas Integrated Enrollment and  
         Services Joint Legislative Oversight Committee was held on  
         Thursday, September 3, 1998 in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         Chairman Ratliff called the meeting to order at 9:40 a.m.   
         There being a quorum present, the following business was  
         transacted.   
          
         The Chair called on representatives from the TIES Interagency  
         Management Team to provide an overview of  the proposed TIES  
         Plan.  Issues discussed included:  the re-engineered model for  
         eligibility and enrollment; overall implementation of the  
         plan; cost analysis; staffing and governance assumptions.   
         Witnesses appeared as follows: 
          
              Don Gilbert, representing the Health and Human Services  
              Commission, provided oral testimony. 
          
              Mike Sheridan, representing the Texas Workforce  
              Commission, provided oral testimony. 
          
              William Reyn Archer, representing the Texas Department of  
              Health, provided oral testimony. 
          
              Eric M. Bost, representing the Texas Department of Human  
              Services, provided oral testimony. 
          
              Diane Scott, representing the TIES Project Management  
              Team, provided oral testimony. 
  
              Suzanne H. Biermann, representing the TIES Project  
              Management Team, provided oral testimony. 
          
              Gordon Taylor, representing the TIES Project Management  
              Team, provided oral testimony. 
          
              Alan Atwood, representing the TIES Project Management  
              Team, registered as a resource witness, but did not  
              testify. 
          
         The Chair recognized the following witnesses to provide public  
         testimony on the proposed TIES plan: 
          
              Rick Levy, representing the Texas AFL-CIO and TIES  
              Coalition, provided oral and written testimony. 
          
              Lisa McGiffert, representing the Consumers Union,  
              provided oral testimony. 
          
              Bill Beardall, representing the Texas Appleseed Advocacy  
              Fund, provided oral and written testimony. 
          
              Susan Murphree, representing the Disability Policy  
              Consortium, provided oral and written testimony. 
          
              Michael Gross, representing the Texas State Employees  
              Union, provided oral testimony. 
          
              Wayne Farrell, representing the Texas Association of  
              Local Health Officials, provided oral and written  
              testimony. 
          
              Marie Zaczkowski, representing the Texas Association of  
              Local WIC Directors, provided oral and written testimony. 
          
              Michael Montgomery, representing the Texas Department and  
              Eric Bost, representing the Texas Department of Human  
              Services, answered questions pertaining to Ms.  
              Zaczkowski's testimony. 
          
              Frances T. Smith, representing the Coalition of Health  
              Services and Rural Hospitals, provided oral and written  
              testimony. 
          
         There being no further business, at 1:15 p.m. Senator Ratliff  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
