         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Finance was  
         held on Tuesday, November 18, 1997 in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         Chairman Barrientos called the meeting to order at 9:40 a.m.   
         The following business was transacted as a continuation of the  
         November 17, 1997 meeting.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair called on representatives from Article I agencies to  
         answer questions of the committee regarding committee charges.   
         Witnesses appeared as follows: 
          
              James Goerke, representing the Advisory Commission on  
              State Emergency Communications, provided oral testimony. 
          
              Ron Harris, representing the Advisory Commission on State  
              Emergency Communications, provided oral testimony. 
          
              Carey F. Spence, representing the Advisory Commission on  
              State Emergency Communications, registered but did not  
              testify. 
          
              Curtis Tunnell, representing the Texas Historical  
              Commission, provided oral and written testimony. 
          
              Nina Chamness, representing the Texas Historical

              Rita Horwitz, representing the Pension Review Board,  
              provided oral testimony. 
          
              Robin Harrison, representing the Pension Review Board,  
              registered but did not testify. 
          
              Rick Crawford, representing the State Preservation Board,  
              provided oral and written testimony. 
          
              Brian Ragland, representing the State Preservation Board,  
              provided oral testimony. 
          
              Jim Beck, representing the Secretary of State, provided

         There being no further business, at 12:00 p.m., Senator  
         Barrientos announced that the Committee would stand recessed  
         until 9:30 a.m., Tuesday, February 24, 1998.  Without  
         objection, it was so ordered.
