         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Subcommittee on Tuition  
         Exemptions was held on Monday, April 21, 1997 in the State  
         Capitol Extension, Room E1.016, at Austin, Texas.

         Senator Wentworth, the Chair, called the meeting to order at  
         8:30 am.  The following business was transacted.   
          
         The Chair laid out SB 565 and recognized the author, Senator  
         Truan, to explain the bill.   
          
         Senator Truan sent up a committee substitute; the Chair  
         recognized Senator Truan to explain the difference between the  
         committee substitute and the bill as filed.  Senator Truan  
         moved adoption of the committee substitute; without objection,  
         it was so ordered. 
          
              O.M. Little, representing Reserve Officers Assn.,  
              testified in opposition to the bill. 
              Bill McLemore, representing Texas Association of County  
              Veterans Service Officers, testified in opposition to the  
              bill. 
              Michael Palmquist, representing The American Legion,  
              testified in opposition to the bill. 
              Captain John R. Bohlin, representing The Adjutant  
              General, testified on the bill. 
              Samuel Bier, representing Veterans of Foreign Wars, Dept.  
              of Texas, registered in opposition to the bill but did  
              not testify. 
          
         Senator Truan moved that CSSB 565 be left pending; without  
  
         objection, it was so ordered. 
          
         The Chair laid out SB 178 and recognized its author, Senator  
         Barrientos, to explain the bill.   
          
         Senator Nelson sent up a committee substitute; the Chair  
         recognized Senator Barrientos to explain the difference  
         between the committee substitute and the bill as filed.   
         Senator Nelson moved adoption of the committee substitute;  
         without objection, it was so ordered. 
          
              Ann Anderson, representing Self/Texas Federation of  
              Teachers, testified in favor of the bill.

         Senator Wentworth announced that CSSB 178 would be left  
         pending. 
          
         The Chair laid out SB 666 and recognized its author, Senator  
         Barrientos, to explain the bill.   
          
         Senator Nelson sent up a committee substitute; the Chair

              Association, testified on the bill.

              favor of the bill.

              Association, registered in favor of the bill but did not  
              testify.

         Senator Wentworth announced that SB 716 be left pending. 
          
         The Chair laid out SB 1476 and recognized its author, Senator  
         Shapiro, to explain the bill.   
          
              James Coffey, representing himself, testified in favor of  
              the bill. 
          
         Senator Wentworth announced that SB 1476 would be left  
         pending. 
          
         The Chair laid out SB 678 and recognized its author, Senator  
         Lindsay, to explain the bill.

         the absence of its author, to explain the bill.

              bill.

         the absence of its author, to explain the bill. 
          
              Michael P. Mitchell, representing the Houston Police  
              Officers Union, testified in favor of the bill. 
          
         Senator Nelson moved that SB 1788 be left pending; without  
  
         objection, it was so ordered. 
          
         At 9:50 am Senator Nelson assumed the chair.   
          
         The Chair laid out SB 1092 and recognized its author, Senator  
         Wentworth, to explain the bill.   
          
              No witnesses appeared for, against or on SB 1092. 
          
         Senator Wentworth moved that SB 1092 be left pending; without  
         objection, it was so ordered. 
          
         At 9:55 am Senator Wentworth resumed the chair.   
          
         There being no further business, at 9:56 am Senator Wentworth  
         moved that the Committee stand recessed until adjournment of  
         the Senate; without objection, it was so ordered.   
          
         The Subcommittee reconvened on the Senate Floor at Senator  
         Wentworth's desk at 12:50 pm. 
          
         The Chair laid out CSSB 178 and recognized Senator Truan for a  
         motion.  Senator Truan moved that CSSB 178 be referred to the  
         full committee with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 3 ayes, 2 nays, 0

         The Chair laid out SB 244 and recognized Senator Moncrief for  
         a motion.  Senator Moncrief moved that SB 244 be referred to  
         the full committee with the recommendation that it do pass and  
         be printed.  The motion carried with a vote of 4 ayes, 1 nay,  
         0 present not voting, and 0 absent.                          
         The Chair laid out CSSB 565 and recognized Senator Truan for a  
         motion.  Senator Truan moved that CSSB 565l be left pending in  
         subcommittee; without objection, it was so ordered. 
          
         The Chair laid out CSSB 666 and recognized Senator Truan for a  
         motion.  Senator Truan moved that CSSB 666 be referred to the  
         full committee with the recommendation that it do pass and be  
         printed.  The motion failed by a vote of 2 ayes, 3 nays, 0  
         present not voting, and 0 absent.   
          
         The Chair laid out SB 678 and recognized Senator Moncrief for  
         a motion.  Senator Moncrief moved that SB 678 be referred to  
         the full committee with the recommendation that it do pass and  
         be printed.  The motion carried with a vote of 5 ayes, 0 nays,  
         0 present not voting, and 0 absent.   
          
         The Chair laid out SB 716 and recognized Senator Truan for a  
         motion.  Senator Truan moved that SB 716 be left pending in  
         subcommittee; without objection it was so ordered. 
                                                                                                                                              
         The Chair laid out SB 1476 and recognized Senator Nelson for a  
         motion.  Senator Nelson moved that SB 1476 be referred to the  
         full committee with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 5 ayes, 0 nays, 0  
  
         present not voting, and 0 absent.   
          
         The Chair announced  that SB 1788 would be left pending in  
         subcommittee, at the author's request, to await the house  
         companion. 
          
         At 1:00 pm Senator Moncrief assumed the chair.   
          
         The Chair laid out SB 1092 and recognized Senator Wentworth  
         for a motion.  Senator Wentworth moved that SB 1092 be  
         referred to the full committee with the recommendation that it  
         do pass and be printed.  The motion carried with a vote of 5  
         ayes, 0 nays, 0 present not voting, and 0 absent.   
          
          At 1:04 pm Senator Wentworth resumed the chair.   
          
         There being no further business, at 1:05 pm Senator Wentworth  
         moved that the Committee stand recessed subject to the call of  
         the Chair; without objection, it was so ordered.
