         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Finance was  
         held on Wednesday, March 26, 1997 in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         The Chair called the meeting to order at 9:30 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called: 
         Senator Teel Bivins 
         Senator Mike Moncrief 
          
         The Chair laid out SB 31 and recognized the author, Senator  
         Ratliff, to explain the bill.   
          
         Senator Ratliff sent up a committee substitute; the Chair  
         recognized Senator Ratliff to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Ratliff moved adoption of the committee substitute, without  
         objection, it was so ordered. 
          
              Rose V. Batson, representing Women's Chamber of Commerce  
              of Texas, testified in opposition to the bill. 
              Vera L. Givens, representing Women's Chamber of Commerce  
              of Texas, testified in opposition to the bill. 
              Camille Harmon, representing Campbell Industries, Inc.,  
      
              testified on the bill. 
              Devoyd Jennings, representing Texas Association of  
              African-American Chambers, testified on the bill. 
              Albert H. Kauffman, representing MALDEF, testified on the  
              bill. 
              Myra A. McDaniel, representing Self, testified on the  
              bill. 
              Joe H. Morin, representing Texas Association of Mexican  
              American Chambers, testified on the bill. 
              Carl Mullen, representing General Services Commission,  
              testified on the bill. 
              Ruth Parshall, representing Austin Minority and Women  
              Alliance, testified on the bill. 
              Darrell Pierce, representing General Services Commission,  
              testified on the bill. 
              Judy Ponder, representing General Services Commission,  
              testified on the bill. 
              Jesse Romero, representing MALDEF, testified on the bill. 
              Massey Villarreal, representing Texas Association of  
              Mexican American Chambers of Commerce, testified on the  
              bill. 
              Betty L. Borden, representing Hobbs Group, Inc.,  
              registered on the bill but did not testify. 
              Bill Conover, representing Texas Commission on Human  
              Rights, registered on the bill but did not testify. 
              Rolando A. Farrega, representing General Services  
              Commission, registered on the bill but did not testify. 
              Heriberto "Eddie" Herrera, representing San Antonio  
              Hispanic Chamber of Commerce, registered on the bill but  
              did not testify. 
              Cindy McFerran, representing Marsh & McLennan, registered  
              on the bill but did not testify. 
              Leslie Milvo, representing City of Austin, registered on  
              the bill but did not testify. 
              Roland Partida, representing Bonding and Technical  
              Services, registered on the bill but did not testify. 
          
         Senator Ratliff sent up Committee Amendments 1 through 4  and  
         moved adoption; without objection, the amendments were  
         adopted.   
          
         Senator West sent up Committee Amendment 5.  Senator West  
         withdrew Committee Amendment 5.   
          
         Senator Armbrister requested unanimous consent to incorporate  
         amendments into the committee substitute.  Senator Armbrister  
         then moved that the new committee substitute be adopted.   
         Senator Ratliff moved that SB 31 do not pass but that CSSB 31  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a vote of 13  
         ayes, 0 nays, 0 present not voting, and 0 absent.   
          
         The Chair laid out SB 645 and recognized the author, Senator  
         Armbrister, to explain the bill.   
         Senator Armbrister moved that SB 645 be left pending; without  
  
         objection, it was so ordered. 
          
         There being no further business, at 5:00 pm Senator Ratliff  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
