Pursuant to a notice posted in accordance with Senate Rule
11.11, an open meeting of the Senate Committee on Finance was
held on Monday, March 17, 1997 in the Capitol Extension, Room
E1.036, at Austin, Texas.

The Chair called the meeting to order at 9:05 am. There being
a quorum present, the following business was transacted.
The Chair called on Legislative Budget Board staff to answer
questions on proposed technical changes and riders.
Article I - General Government
The Chair laid out Article I, Rider 1 (Comptroller) and
recognized Senator Armbrister to explain the motion. Article
I, Rider 1 was left pending.
The Chair laid out Article I, Rider 2 (Comptroller) and
recognized Senator Armbrister to explain the motion. Senator
Armbrister moved to adopt Article I, Rider 2. Without
objection, it was so ordered.
The Chair laid out Article I, Rider 3 (Public Finance
Authority) and explained the motion. Senator Ratliff moved to
adopt Article I, Rider 3. Without objection, it was so
ordered.
The Chair laid out Article I, Motion 4 (General Services
Commission) and explained the motion. Senator Ratliff moved
to adopt Article I, Motion 4. Without objection, it was so
ordered.
The Chair laid out Article I, Motion 5 (General Services
Commission) and explained the motion. Senator Ratliff moved

Article II - Health and Human Services
The Chair laid out Article II, Motion 1 (Early Childhood
Intervention (ECI) and Department of Mental Health and Mental
Retardation (MHMR)) and explained the motion. Senator Ratliff
moved to adopt Article II, Motion 1. Without objection, it
was so ordered.
The Chair laid out Article II, Rider 2 (Health and Human
Services Commission) and recognized Senator Lucio to explain
the motion. Senator Lucio moved to adopt Article II, Rider 2.
Without objection, it was so ordered.
The Chair laid out Article II, Rider 3 (Redirected Funds) and
recognized Senator Zaffirini to explain the motion. Senator
Zaffirini moved to adopt Article II, Rider 3. Without
objection, it was so ordered.
The Chair laid out Article II, Rider 4 (Texas Department of
Health (TDH)) and recognized Senator Zaffirini to explain the

Article III - Education
The Chair laid out Article III, Motion 1 (Texas Education
Agency (TEA)) and recognized Senator Barrientos to explain the
motion. Bill Monroe, representing TEA, answered questions of
the committee members. Senator Barrientos moved to adopt
Article III, Motion 1. Without objection, it was so ordered.
The Chair laid out Article III, Motion 2 (TEA) and recognized
Senator Barrientos to explain the motion. Senator Barrientos
withdrew the motion.
The Chair laid out Article III, Substitute Motion 2 (TEA) and
recognized Senator Moncrief to explain the motion. Senator
Moncrief moved to adopt Article III, Substitute Motion 2.

The Chair laid out Article III, Motion 3 (TEA) and recognized

Center at Houston) and recognized Senator Bivins to explain
the motion. Senator Bivins moved to adopt Article II, Motion
10. Without objection, it was so ordered.

The Chair laid out Article IV, Motion 1 (Voice/Video

Article V - Public Safety and Criminal Justice
The Chair laid out Article V, Motion 1 (Department of Criminal
Justice) and recognized Senator Moncrief to explain the
motion. Senator Moncrief moved to adopt Article V, Motion 1.
Without objection, it was so ordered.
The Chair laid out Article V, Motion 2 (Board of Private
Investigators and Private Security Agencies) and recognized
Senator Moncrief to explain the motion. Senator Moncrief
moved to adopt Article V, Motion 2. Senator Armbrister asked
to be shown present not voting. Without objection, Article
V, Motion 2 was adopted.
Article VI - Natural Resources
The Chair laid out Article VI, Motion 1 (Department of
Agriculture) and explained the motion. Senator Ratliff moved
to adopt Article VI, Motion 1. Without objection, it was so
ordered.
The Chair laid out Article VI, Motion 2 (Low-Level Radioactive
Waste Authority) and explained the motion. Senator Ratliff
moved to adopt Article VI, Motion 2. Without objection, it
was so ordered.
The Chair laid out Article VI, Motion 3 (Natural Resource
Conservation Commission) and recognized Senator Brown to
explain the motion. Senator Brown withdrew Article VI, Motion

The Chair laid out Article IX, Rider 1 (EEO Reporting and
Required Compliance Training) and explained the motion.

objection, it was so ordered.
The Chair laid out Article IX, Rider 2 (Personnel Policies and
Affirmative Action Plans) and explained the motion. Senator
West moved to adopt Article IX, Rider 2. Without objection,
it was so ordered.
There being no further business, at 4:00 pm Senator Ratliff
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
