Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Education
was held on Wednesday, April 2, 1997 in the Capitol Extension,
Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 9:25 am. The
following business was transacted.
The Chair laid out SB 1158 and recognized the author, Senator
Luna, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Senator Fraser moved that SB 1158 be reported favorably to the
full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 11 ayes, 0 nays, 0
present not voting, and 0 absent.
The Chair laid out SB 1356 and recognized the author, Senator
West, to explain the bill. Senator West sent up a committee
substitute; the Chair recognized Senator West to explain the
difference between the committee substitute and the bill as
filed. Senator West moved adoption of the committee
substitute, without objection, it was so ordered. Senator
West sent up Committee Amendment 1 and moved adoption; without
objection, the amendment was adopted. Senator West requested
unanimous consent to incorporate amendments into the committee
substitute. Witnesses testifying and registering on the bill
are shown on the attached list. Senator West moved that SB
1356 do not pass but that CSSB 1356 be reported back to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 11 ayes, 0 nays, 0 present
not voting, and 0 absent. Senator West moved that the bill be
recommended for placement on the Local & Uncontested Calendar,
without objection, it was so ordered.

At 10:40 am Senator Luna assumed the chair.

Bivins, to explain the bill. Senator Bivins sent up a

explain the difference between the committee substitute and
the bill as filed. Senator Bivins moved adoption of the

At 10:50 am the Chair recessed the committee until 30 minutes
after adjournment of the Session.
At 2:40 pm the committee reconvened.
At 2:40 pm Senator Fraser assumed the chair.

Senator Bivins sent up Committee Amendment 1 and moved
adoption; without objection, the amendment was adopted.

adoption; without objection, the amendment was adopted.
Senator Bivins requested unanimous consent to incorporate
amendments into the bill to create a committee substitute.
Senator Bivins then moved that the new committee substitute be
adopted. Senator Bivins moved that SB 1480 do not pass but
that CSSB 1480 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion

At 3:20 pm Senator Bivins resumed the chair.

recommendation that it do pass and be printed. The motion

the absence of the author, to explain the bill. Witnesses

and moved adoption; without objection, the amendment was
adopted. Senator Bivins requested unanimous consent to

that CSSB 1154 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion

and 0 absent. Senator Bivins moved that the bill be
recommended for placement on the Local & Uncontested Calendar,
without objection, it was so ordered.
There was no action taken on SB 1206 by Bivins.
At 5:45 pm Senator Bivins resumed the chair.
There being no further business, at 5:45 pm Senator Bivins
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
