         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a joint public hearing of the Senate Committee on 
         Education and the Select Committee on Tax Reform and Public 
         School Finance was held on Wednesday, February 19, 1997 in the 
         Senate Chamber at Austin, Texas.

         The Chair called the meeting to order at 10:10 am.  There 
         being a quorum present, the following business was transacted.  
         
         The committee heard invited testimony on the issue of public 
         school finance.  Witnesses testifying and registering are 
         shown on the attached list.  
         
         The committee recessed for lunch at 11:15 am.
         
         The committee reconvened at 1:15 pm.
         
         The committee heard invited and public testimony on the issue 
         of public school finance.  Witnesses testifying and 
         registering are shown on the attached list.
         
         There being no further business, at 6:03 pm Senator Bivins 
         moved that the Committee stand recessed subject to the call of 
         the Chair.  Without objection, it was so ordered.
