         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a public hearing of the Senate Committee on Education 
         was held on Tuesday, February 18, 1997 in Senator Bivins' 
         Desk, at Austin, Texas.

         The Chair called the meeting to order at 12:50 pm.  There 
         being a quorum present, the following business was transacted.
           
         At 12:51 pm Senator Luna assumed the chair.  
         
         The Chair laid out pending bill SB 150 and recognized the 
         author, Senator Bivins, to explain the bill. 
         
         The Chair then recognized Senator West to explain Amendment 2 
         to CSSB 150 (the substitute already having been sent up and 
         Amendment 1 already having been adopted on 2/12/97).  Senator 
         West sent up Committee Amendment 2 and moved adoption.  The 
         motion carried with a vote of 10 ayes, 1 nay, 0 present not 
         voting, and 0 absent.  
         
         Senator Bivins requested unanimous consent to incorporate 
         amendments into the committee substitute.  Senator Bivins then 
         moved that the new committee substitute be adopted.  Senator 
         Bivins moved that SB 150 do not pass but that CSSB 150 be 
         reported back to the Senate with the recommendation that it do 
         pass and be printed.  The motion carried with a vote of 10 
         ayes, 1 nay, 0 present not voting, and 0 absent.  
 
         





         
         At 12:54 pm Senator Bivins resumed the chair.  
         
         There being no further business, at 12:55 pm Senator Bivins 
         moved that the Committee stand recessed subject to the call of 
         the Chair.  Without objection, it was so ordered.
