         Pursuant to a notice posted in accordance with Senate Rule 11.11, a  
         public hearing of the Legislative Committee on Municipal Franchise  
         Agreements for Telecommunications Utilities was held on Wednesday,  
         April 29, 1998 at El Paso City Council Chambers, in El Paso, Texas.

         Chairman Lucio called the meeting to order at 9:00 am.   
          
         The following members arrived after the roll was called:  none. 
          
         The following business was transacted. 
          
         Chairman Lucio gave opening remarks. 
          
         Chairman Lucio recognized the following witnesses: 
         Shapleigh, Eliot, representing Texas Senate District 29, gave  
         opening remarks. 
         Ramirez, Carlos, representing the City of El Paso, gave opening  
         remarks and testified on the interim charge. 
         At 10:10 am Chairman Carter assumed the chair. 
         Arnold, W.D. "Bill", representing Texas Cable and Telecommunications  
         Association, testified on the interim charge. 
         Aldredge, Vaughn R., representing AT&T, testified on the interim  
         charge. 
         Hunt, Barbara, representing Southwestern Bell Telephone Company,  
         testified on the interim charge. 
         At 11:10 am Chairman Lucio resumed the chair. 
          
         A brief discussion followed. 
          
         Chairman Lucio closed public testimony. 
          
         Chairman Lucio announced that the committee will meet in Lubbock on  
         May 27, 1998.  There being no further business, at 11:25 am Chairman  
         Hill moved that the committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
