         Pursuant to a notice posted in accordance with Senate Rule 11.11, a public  
         hearing of the Legislative Committee on Municipal Franchise Agreements for  
         Telecommunications Utilities was held on Wednesday, February 25, 1998 at  
         Fort Worth City Council Chambers in Fort Worth, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator Eddie Lucio, Jr.                Senator David Sibley 
         Senator Florence Shapiro 
         Representative Bill Carter 
         Representative Fred Hill 
         Representative Steven Wolens 
                                         
         Chairman Bill Carter called the meeting to order at 9:04 am. The following  
         members were present  when the meeting was called to order:  Senator  
         Florence Shapiro, Representative Steven Wolens.   
          
         The following members arrived after the meeting was called to order:  
         Senator Eddie Lucio, Jr. - arriving at 9:09 am, Representative Fred Hill -  
         arriving at 9:21 am. 
          
         The following business was transacted. 
          
         Chairman Carter and Chairman Lucio gave opening remarks. 
          
         Chairman Carter recognized the following witnesses: 
         Barr, Kenneth, representing the City of Fort Worth, gave opening remarks  
         and testified on the interim charge. 
         Kirk, Ronald, representing the City of Dallas, testified on the interim  
         charge. 
         Jeter, Roland, representing the City of Irving, testified on the interim  
         charge. 
         Muelenbeck, Thomas, representing the City of Plano, testified on the  
         interim charge. 
         Turetsky, David, representing Teligent, Inc., testified on the interim  
         charge. 
         At 12:15 pm Chairman Lucio assumed the chair. 
         Holland, Royce, representing Allegiance Telecom, Inc., testified on the  
         interim charge.  
         Smiley, Martha, representing Golden Harbor of Texas, Inc., testified on  
         the interim charge.  
         Mundy, William G., representing GTE, testified on the interim charge.   
         Knight, Donald K., representing the City of Irving, testified on the  
         interim charge. 
         Todd, Dynette, representing Texas Citizen Action, testified on the interim  
  
         charge. 
          
         A brief discussion followed. 
          
         Chairman Lucio recognized the following witnesses who registered but did  
         not testify: 
         Humbach, Greg, representing the City of Wichita Falls. 
         Postell, Donald, representing the City of Grand Prairie. 
         Endar, Lynda, representing State Senator David Cain. 
          
         Chairman Lucio closed public testimony. 
          
         Chairman Carter announced that the committee will meet in Houston on March  
         20, 1998. 
         (Note:  The date announced was incorrect.  The Committee will meet on  
         March 19, 1998.)   There being no further business, at 1:35 pm Chairman  
         Carter moved that the committee stand recessed subject to the call of the  
         Chair.  Without objection, it was so ordered.
