Pursuant to a notice posted in accordance with Senate Rule 11.11, a public
hearing of the Legislative Committee on Municipal Franchise Agreements for
Telecommunications Utilities was held on Tuesday, January 13, 1998 in San
Antonio City Council Chambers, at San Antonio, Texas.

Chairman Lucio called the meeting to order at 9:10 am. The following
business was transacted.
The following members arrived after the roll was called: none.
Chairman Lucio recognized the following witnesses:
Webster, Jeff, representing the City of San Antonio, gave opening remarks
and testified on the interim charge.
Pena, Octavio, representing the City of San Antonio, testified on the
interim charge.
Martin, Keith, representing the City of San Antonio, testified on the
interim charge.
Garcia, Gus, representing the City of Austin, testified on the interim
charge.
Fox, Marilyn, representing the City of Austin, testified on the interim
charge.
At 10:15 am Chairman Carter assumed the chair. At 10:25 am Chairman
Lucio, Jr. resumed the chair.
Strom, Richard, representing MCI Communications Corporation, testified on
the interim charge.
Harlan, Jim, representing MCI Communications Corporation, testified on the
interim charge.
Turetsky, David, representing Teligent, testified on the interim charge.
At 11:16 am Chairman Carter assumed the chair. At 11:34 am Chairman
Lucio, Jr. resumed the chair.
Earle, Bruce, representing the City of Laredo's Telecommunications
Commission, testified on the interim charge.
A brief discussion followed.
Chairman Lucio recognized the following witnesses who registered but did
not testify:
Daugherty, Clarence, representing the City of San Antonio.
Arnette, Bill, representing the City of San Antonio.
Land, Charles, representing TEXALTEL.
Chairman Lucio closed public testimony.
Chairman Lucio announced that the committee will meet in Fort Worth on
February 25, 1998.
Chairman Carter announced that the American Legislative Exchange Council
(ALEC) will meet in Fort Worth in late February.
There being no further business, at 11:54 am Senator Shapiro moved that
the Committee stand recessed subject to the call of the Chair. Without
objection, it was so ordered.
