         Pursuant to suspension of Senate Rule 11.11, a public hearing  
         of the Senate Committee on Intergovernmental Relations was  
         held on Saturday, May 17, 1997 in the Capitol Extension, Room  
         E1.012, at Austin, Texas.

         The Chair called the meeting to order at 11:55 am.  The  
         following business was transacted.   
          
         Having stood at ease, the following members arrived after the  
         roll was called:  Senators Cain, Gallegos, Jr., Madla,  
         Moncrief, Ogden, and Whitmire. 
          
         At 11:55 am Senator Carona assumed the chair.   
          
         The Chair laid out HB 2750 and recognized the Senate sponsor,  
         Senator Lucio, Jr., to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair moved that HB 2750 be left pending to await a  
         quorum; without objection it was so ordered.  Upon arrival of  
         a quorum, Senator Madla moved HB 2750 be reported back to the  
         senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 9 ayes, 0 nays, 0 present  
         not voting, and 2 absent.   
          
         Senator Cain moved that the bill be recommended for placement  
  
         on the Local & Uncontested Calendar, without objection, it was  
         so ordered.   
          
         At 11:58 am Senator Galloway assumed the chair.   
          
         The Chair laid out HB 998 and recognized Senator Lucio, Jr.,  
         in the absence of the Senate sponsor, to explain the bill.   
          
         The Chair moved that HB 998 be left pending to await a quorum;  
         without objection it was so ordered.  Upon arrival of a  
         quorum, Senator Galloway moved HB 998 be reported back to the  
         senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 9 ayes, 0 nays, 0 present  
         not voting, and 2 absent.   
          
         Senator Galloway moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar, without  
         objection, it was so ordered.   
          
         At 12:00 pm Senator Lucio, Jr. resumed the chair.   
          
         The Chair announced the HB 1749 was tagged. 
          
         The Chair laid out HB 2213 and recognized the Senate sponsor,  
         Senator Armbrister, to explain the bill.   
          
         The Chair moved that HB 2213 be left pending to await a  
         quorum; without objection it was so ordered.  Upon arrival of  
         a quorum, Senator Gallegos, Jr. moved HB 2213 be reported back  
         to the senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 9 ayes, 0 nays, 0  
         present not voting, and 2 absent.   
          
         Senator Madla moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar, without objection, it was  
         so ordered.   
          
         The Chair laid out HB 2731 and recognized the Senate sponsor,  
         Senator Armbrister, to explain the bill.   
          
         The Chair moved that HB 2731 be left pending to await a  
         quorum; without objection it was so ordered.  Upon arrival of  
         a quorum, Senator Moncrief moved HB 2731 be reported back to  
         the senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 9 ayes, 0 nays, 0  
         present not voting, and 2 absent.   
          
         Senator Madla moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar, without objection, it was  
         so ordered.   
          
         The Chair laid out HB 2736 and recognized the Senate sponsor,  
         Senator Armbrister, to explain the bill.   
          
         Senator Galloway sent up Committee Amendment 1 and the Chair  
         recognized Senator Armbrister to explain the amendment. 
          
         The Chair moved that HB 2736 be left pending to await a  
         quorum; without objection it was so ordered.  Upon arrival of  
         a quorum, Senator Madla moved adoption of Committee Amendment  
         1; without objection, the amendment was adopted.   
          
         Senator Madla moved that HB 2736, as amended, be reported back  
         to the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 9 ayes, 0 nays, 0  
         present not voting, and 2 absent.   
          
         Senator Cain moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar, without objection, it was  
         so ordered.   
          
         At 12:10 pm Senator Galloway assumed the Chair. 
          
         The Chair laid out HB 2096 and recognized Senator Lucio, Jr.,  
         in the absence of the Senate sponsor, to explain the bill.   
          
         The Chair moved that HB 2096 be left pending to await a  
         quorum; without objection it was so ordered.  Upon arrival of  
         a quorum, Senator Cain moved HB 2096 be reported back to the  
         senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 9 ayes, 0 nays, 0 present  
         not voting, and 2 absent.   
         Senator Whitmire moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar, without  
         objection, it was so ordered.   
          
         At 12:15 pm Senator Lucio, Jr. resumed the chair.   
          
         There being no further business, at 12:16 pm Senator Galloway  
         moved that the Committee be adjourned. Without objection, it  
         was so ordered.
